Description

Isavia has entered into an agreement for the procurement of Rhinophalt for surface treatment of the runway pavement system at Keflavík Airport (largest airport in Iceland). Rhinophalt has been used for surface treatment of asphalt runway pavements at Keflavík Airport for decades, and Isavia has decided to continue its use. This procurement was conducted through a direct procurement process. Isavia has entered into an agreement for the procurement of Rhinophalt for surface treatment of the runway pavement system at Keflavík Airport. Rhinophalt has been used for surface treatment of asphalt runway pavements at Keflavík Airport for several decades. Based on long-term operational experience and performance in local climatic conditions, Isavia has made a conscious decision to continue using Rhinophalt. The material is applied as a preventive surface treatment at regular intervals of approximately 4-5 years. This treatment is considered to significantly extend the service life of the asphalt pavement, increasing its lifespan from approximately 20 years to up to 40 years. For new runway infrastructure, surface treatment with Rhinophalt is applied approximately three years after initial paving, in accordance with established maintenance strategies. No other manufacturer produces an equivalent material, and no alternative product is available that provides the same technical properties, durability, binding characteristics and performance on asphalt runway surfaces. Substituting Rhinophalt with alternative products would introduce incompatibility and could lead to disproportionate technical difficulties in operation, maintenance and long-term pavement performance. This procurement was conducted through a negotiated procedure without prior publication. Internal identifier: Rhinophalt - Runway Pavement Surface Treatment. In accordance with Article 50(e) of Directive 2014/25/EU and Article 53(e) of the Icelandic Act No. 340/2017, the negotiated procedure without prior publication may be used for supply contracts for additional deliveries by the original supplier where a change of supplier would oblige the contracting entity to acquire supplies with different technical characteristics resulting in incompatibility or disproportionate technical difficulties in operation and maintenance. DESIGN AND PERFORMANCE REQUIREMENTS ARE CRITICAL Runway pavement performance and surface friction are critical to operational safety. Surface treatment materials must maintain compliance with applicable international aviation and pavement standards, including but not limited to: ICAO Annex 14, Volume I - Aerodrome Design and Operations EASA CS-ADR-DSN - Certification Specifications and Guidance Material for Aerodrome Design International best practices for asphalt pavement preservation and friction management Industry standards and manufacturer specifications relevant to airfield pavement surface treatments RISKS Adopting an alternative surface treatment product or manufacturer would increase the risk of: a) Reduced pavement performance and shortened service life due to insufficient bonding, penetration or durability on asphalt runway surfaces. b) Loss of consistency in maintenance methodology and uncertainty in long-term performance outcomes. c) Increased lifecycle costs and operational risk due to accelerated deterioration or the need for premature resurfacing. d) Safety risks associated with reduced friction performance and surface integrity under demanding weather and traffic conditions. CONCLUSION It is therefore considered technically and operationally justified, in accordance with Article 50(e) of Directive 2014/25/EU and Article 53(e) of Act No. 340/2017, to continue using Rhinophalt for the surface treatment of runway pavements at Keflavík Airport and to procure the material directly from the original supplier.
