La Commission europeenne recherche des services pour appuyer l'examen a mi-parcours du plan d'action pour l'economie sociale, adopte le 9 decembre 2021. Ce plan comprend 63 actions dans trois domaines : creer des conditions-cadres favorables a l'economie sociale, ouvrir des opportunites telles que l'acces au financement et le renforcement des capacites des entites de l'economie sociale, et renforcer la reconnaissance de l'economie sociale et de son potentiel. Le plan couvre la periode jusqu'en 2030 et prevoyait que la Commission fasse le bilan de sa mise en oeuvre en 2025 et publie un rapport sur les progres et les nouvelles evolutions. Les services acquis dans le cadre du present appel a candidatures se rapportent a cet exercice d'evaluation et couvrent des travaux d'analyse et d'accompagnement lies au plan ainsi qu'aux documents de travail qui l'accompagnent, portant sur les defis, les opportunites et la transition numerique et verte de l'ecosysteme de proximite et de l'economie sociale.

Description

On 9 December 2021, the European Commission adopted a new action plan for the social economy (SEAP). The action plan contains 63 actions aiming at: • Creating the right framework conditions for the social economy to thrive. • Opening up opportunities (including access to finance) and supporting capacity building for social economy entities. • Enhancing recognition of the social economy and its potential. The action plan was accompanied by two staff working documents: • The first provides an analysis of challenges and opportunities for the social economy in Europe and a summary of the consultations conducted and evidence gathered since the action plan was announced at the beginning of 2021. • The second outlines scenarios for the digital and green transition of the industrial ecosystem. It also indicates what actions and joint commitments are needed to accompany this transition. This work ultimately culminated in the transition pathway for the proximity and social economy ecosystems. The action plan has a time horizon until 2030 and states that the Commission will take stock of the implementation of the action plan in 2025 and publish a report indicating progress and new developments. The present call for tenders is published in the context of this action (hereafter referred to as the “mid-term review”).
