Project: P180318 - Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project Reference: RLNC-AR-C5 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION) Ukraine REPAIRING ESSENTIAL LOGISTICS INFRASTRUCTURE & NETWORK CONNECTIVITY (RELINC) PROJECT Grant No.: TF0C0417 Reference No.: RLNC-AR-C5 OBJECTIVE: Environmental Compliance Consultant shall provide the State Agency for Reconstruction and Development of Ukraine (hereinafter - AR or Client) with assistance and consultations as to compliance of the Project implementation with environmental and social standards in a manner acceptable to IBRD. The Consultant shall be responsible for the Client’s proper implementation of activities specified in the Environmental and Social Commitment Plan (ESCP). BACKGROUND On 10.02.2023 Ukraine (hereinafter - Recipient) and the International Bank for Reconstruction and Development (hereinafter - IBRD) signed the Grant Agreement No. TF0C0417 in the amount of USD 50 mln for implementation of the Repairing Essential Logistics Infrastructure and Network Connectivity (“RELINC”) Project (hereinafter - Project). The Project will be realized in Ukraine by the Recipient through the Ministry for Communities, Territories and Infrastructure Development of Ukraine (hereinafter - MIU). The Project implementation period is 2023-2024. All procurement procedures and equipment supplies are expected to be carried out during this period. Under the Project it is anticipated to allocate the Grant proceeds in the amount of USD 25,055 mln for the State Agency for Reconstruction and Development of Ukraine. The Grant for AR will be provided for the following components: Modular bridges needed to restore damaged bridge connections . Procuring and delivering modular bridges to AR and training of AR staff on installation of such bridges. Materials required for urgent road and artificial structures repairs and winter access. Procuring and delivering road safety equipment and materials to AR for urgent road and artificial structures repairs. Enhancement to western road Border Crossing Points (“ BCPs ”) to mitigate impacts of Black Sea disruption . Increasing the capacity of priority western road BCPs, through the provision of equipment, including scanning equipment for heavy goods and passenger cars, video surveillance for heavy goods, vehicle zones and other equipment or technology solutions as needed to facilitate BCP operations. AR created a Project Management Unit (hereinafter - PMU) for the day-to-day Project management and coordination of disbursement, procurements, financial management, environmental and social compliance, reporting and the other Project-related activities. For effective implementation of the Project the Client engages individual consultants. Implementation of the Project shall be regulated by the Resolution No. 153 of the Cabinet of Ministers of Ukraine “On the creation of a unified system of attraction, use and monitoring of international technical assistance” dated 15.02.2002, other legal acts of the Cabinet of Ministers of Ukraine, orders of AR, Project Operations Manual, and IBRD Rules and Policies. SCOPE OF SERVICES The Consultant shall provide services and perform assignments as follows : supporting the Client during the Project implementation in compliance with IBRD standards; participating in the ESMF and respective ESMPs development pursuant to IBRD standards and requirements; consulting the Client as to environmental requirements in the ESCP implementation; organize a training of Contractors' environmental specialists on IBRD requirements and standards and procedures for their implementation; regularly monitoring of measures and actions specified in ESCP and assisting AR in preparation of monitoring reports for IBRD on progress in implementing environmental measures under ESCP; providing reports on the review of the causes and environmental impacts of Project-related accidents and recommendations for their prevention in the future; coordinating the preparation of quarterly reports, interim and final Project completion reports, as well as other Project reports required by the Client; supervising the preparation of Environmental and Social Management Plans by Contractors to monitor their compliance with IBRD standards; regularly monitoring the implementation of the Contractors' environmental management plans in compliance with IBRD standards; prepare, disclose a checklist to assess progress of the ESMP implementation, assist in the development of emergency response plans, as well as specific plans (such as a waste management plan), etc; develop proposals for environmental requirements for contract organisations as part of their contracts; facilitate trainings for the Client’s staff on the requirements, standards and Guidelines of IBRD, in particular, standards 1, 3, 5, 6, 8; if Project ac
