Project: P180318 - Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project Reference: RLNC-AR-C8 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION) Ukraine REPAIRING ESSENTIAL LOGISTICS INFRASTRUCTURE AND NETWORK CONNECTIVITY (“RELINC”) PROJECT Grant No. TF0C0417 (dd 10.02.2023), No. TF0C4970 (від 12.06.2024) Name of Assignment: Environmental Compliance Consultant Reference No.: RLNC-AR-C8 Ukraine has received financing from the International Bank for Reconstruction and Development (hereinafter - IBRD or the World Bank) under the Grant Agreement dated 10.02.2023 No. TF0C0417 (USD 50 mln) and the Grant Agreement dated 12.06.2024 No. TF0C4970 (USD 230 mln) for implementation of the Repairing Essential Logistics Infrastructure and Network Connectivity (“RELINC”) Project (hereinafter - the Project). The Project aims to quickly restore and improve the transportation networks necessary to provide humanitarian aid, support Ukrainian exports, and generally develop logistics infrastructure at the borders of Ukraine and the EU. The Project will provide an opportunity to ensure uninterrupted logistics for the country's humanitarian and logistics needs. A part of the grant funds is provided for the State Agency for Restoration and Development of Infrastructure of Ukraine (hereinafter - the Agency for Restoration). The Agency for Restoration created the Project Implementation Unit (hereinafter - PIU) for the day-to-day Project management and coordination of disbursement, procurement procedures, financial management, environmental and social compliance, reporting and the other Project-related activities. The Agency for Restoration now invites individual consultants to express their interest in providing consulting services. The qualification criteria for selecting individual consultants are: ● University degree in ecology, biology or chemistry; ● At least five (5) years of experience in industrial ecology, environmental risk management and/or environmental audits of entities; ● Comprehensive knowledge and practical experience in applying environmental policies, standards and requirements of International financial institutions (IBRD, EBRD, EIB, etc.), in particular, the IBRD Environmental and Social Framework; ● Knowledge of the requirements of Ukrainian environmental legislation, EU Directives, and best international practices; ● Experience in similar infrastructure projects (at least three previously performed assignments) financed by international financial and donor organisations will be an advantage; ● Experience in cooperation with government partners and international organisations, including experience in preparation of the monitoring reports for international organisations; ● Fluent Ukrainian including knowledge of technical environmental terminology related to the Project. Knowledge of English will be an advantage. A consultant will be selected under IC procedure as set out in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (Forth Edition November 2020).
