Project: P180755 - Digital, Innovation, and Green Technology Project Financing: World Bank GENERAL PROCUREMENT NOTICE CROATIA DIGITAL, INNOVATION, AND GREEN TECHNOLOGY PROJECT GENERAL PROCUREMENT NOTICE Loan No. 9558-HR Project ID No. P180755 The Republic of Croatia has received financing in the amount of 115.000.000,00 US$ equivalent from the World Bank toward the cost of the Digital, innovation and green technology project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Enabling institutional conditions for digital and green research and innovation aims to foster enabling conditions for digital and green research and innovation by strengthening institutional capacities and bolstering the effectiveness of EU funds. The component also provides complementary investments to increase the quality of forthcoming and past funding, including by enhancing EU-funded operations, addressing information gaps and asymmetries for green and digital technology adoption and industry-science collaboration, and supporting the professionalization of research centers funded in the past Component 2: Programs for digital and green research and innovation provides financing to accelerate the economy's digital transformation and green transition through research and innovation. The financing addresses critical gaps in the current program mix that inhibit digital and green research and innovation. These gaps are reflected in the project types that can be financed and the design, implementation, and governance of the available instruments. This component will also support the implementation of novel instruments that may receive continued EU funding beyond the life of the project. All procurements of goods under the Project (procured by PIU/MSE) are expected to be up to 1.071.300,00 US$ (1 million EUR) and will be undertaken on the basis of technical specifications defined by the Borrower/Beneficiary, including exact quantities of goods to be supplied. The goods contracts shall include furniture, ICT equipment, office supplies, and marketing materials (flyers, brochures, notebooks, and similar). It is anticipated that there will be multiple procurement packages with individual values estimated to be between 21.426,00 US$ (20,000 EUR) and 321.390,00 US$ (300,000 EUR). Selection of consultants will apply the selection methods according to the applicable Procurement Regulations, depending on the nature, scope and value of the contract. It is anticipated that there will be multiple procurement packages which individual values are estimated to be between 1.071,30 US$ (1,000 EUR) and 535.650,00 US$ (500,000 EUR). Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on the electronic system for public procurement, hosted by Narodne novine.
