Das Joint Video Experts Team (JVET) der ITU-T SG21 WP3/21 und ISO/IEC JTC 1/SC 29 bereitet eine Ausschreibung (Call for Proposals, CfP) für Videokodierungstechnologien vor, deren Fähigkeiten diejenigen des Versatile Video Coding (VVC)-Standards (Rec. ITU-T H.266 | ISO/IEC 23090-3) und dessen aktuellen Erweiterungen deutlich übertreffen. Dieses Dokument enthält Informationen zu den geplanten damit verbundenen Testaktivitäten und eine Beschreibung der Dienstleistungen für die Teilnahme. Ein Entwurf des CfP-Dokuments wird als Ergebnisdokument der JVET-Sitzung vom Januar 2026 im Dokument JVET-AO2026 [1] bereitgestellt. JVET plant, die endgültige Fassung der Ausschreibung im Juli 2026 zu veröffentlichen. Vor etwa acht Jahren führte JVET eine Ausschreibung für den VVC-Standard durch, die zu insgesamt 46 kategoriespezifischen Einreichungen führte (22 SDR-Einreichungen, 12 HDR-Einreichungen, 12 Einreichungen für 360°-Videos). Für den aktuellen CfP wird eine mindestens vergleichbare Zahl von Einreichungen erwartet. Die Bewertung der eingereichten Beiträge umfasst die Ermittlung von subjektiven Bewertungen (Mean Opinion Scores, MOS) für die rekonstruierten Videosequenzen, die aus den eingereichten Bitströmen decodiert wurden. Diese Bewertung soll von einer Gruppe qualifizierter internationaler Testlabors durchgeführt werden. Die MOS sollen durch formale subjektive Tests gemäß der in ITU-T P.910 empfohlenen Degradation Category Rating (DCR)-Methode (auch bekannt als Double Stimulus Impairment Scale (DSIS)-Methode in ITU-R BT.500) ermittelt werden. Es ist geplant, eine Bewertungsskala mit 11 Stufen zu verwenden, die von "0" (severely anoying) bis "10" (imperceptible) reicht. Die gesammelten Ergebnisse der subjektiven Bewertung der eingereichten Beiträge werden während einer JVET-Sitzung im Januar 2027 ausgewertet. Es ist eine Vergabe in ca. 10 Teillosen vorgesehen. Ausgangspunkt sind geschätzte 30 Einreichungen und 1500 Testpunkte (PVS) per Labor. Details Lose: Die Labore werden gebeten, ihre Testkapazitäten anzugeben, die SDR-, HDR-PQ- und/oder HDR-HLG-Wiedergabe unterstützen. Die Labore werden gebeten, die mögliche Anzahl der zu bewertenden PVS im vorgesehenen Testzeitraum von etwa vier Wochen zwischen Ende Oktober und Anfang Dezember 2026 anzugeben. Die PVS werden zur Bewertung durch die Testlabore in PVS-Paketen zusammengefasst. Folgende PVS-Paketgrößen sind vorgesehen: - Bis zu 500 PVS, - Bis zu 1000 PVS, - Bis zu 1500 PVS, - Bis zu 2000 PVS, - Bis zu 2500 PVS, - Bis zu 3000 PVS, - Bis zu 3500 PVS, - Bis zu 4000 PVS, - Mehr als 4000 PVS. Im Rahmen des Interessenbestätigungsverfahrens für die Teilnahme an der Testaktivität muss das Labor seine Testkapazitäten in Bezug auf unterstützte Farbräume, Übertragungsfunktionen und die anwendbare PVS-Paketgröße angeben. English Version Conducting visual tests in accordance with ITU-T P.910 / ITU-R BT.500 as part of a call for proposals (CfP) for a new video coding standard from ISO/IEC JTC 1/SC 29 and ITU-T SG21 Q6/WP3 The Joint Video Experts Team (JVET) of ITU-T SG21 WP3/21 and ISO/IEC JTC 1/SC 29 is preparing a Call for Proposals (CfP) on video coding technology with capabilities that significantly exceed those of the Versatile Video Coding (VVC) standard (Rec. ITU-T H.266 | ISO/IEC 23090-3) and its current extensions. This document provides information on the planned associated testing activities and provides the service description for participating. A draft version of the CfP document is provided as an output document of the January 2026 meeting of JVET in document JVET-AO2026 [1]. JVET plans to release the final version of the Call for Proposals in July 2026. Approximately 8 years ago, JVET conducted a CfP for the VVC standard that resulted in a total of 46 category-specific submissions (22 SDR submissions, 12 HDR submissions, 12 submissions for 360° video). It is anticipated that at least a similar number of submissions will be received in response to the current Call. The evaluation of submissions includes the acquisition of mean opinions scores (MOS) for the reconstructed video sequences decoded from the submitted bitstreams, which is planned to be performed by a group of qualified international test laboratories. The MOS are planned to be acquired by formal subjective tests according to the Degradation Category Rating (DCR) method recommended in ITU-T P.910 (a.k.a. the Double Stimulus Impairment Scale (DSIS) method in ITU-R BT.500. An impairment rating scale made of 11 levels is planned to be used, ranging from "0" (severely annoying) to "10" (imperceptible). The collected results of subjective assessment for the submissions will be evaluated during a JVET meeting in January 2027. The contract is to be awarded in about 10 partial lots. This is based on an estimated 30 submissions and 1,500 test points (PVS) per laboratory. Details Lots: Laboratories are requested to indicate their testing capabilities, supporting SDR, HDR-PQ, and/or HDR-HLG playout. Laboratories are requested to indicate the possible number of evaluated PVS in the foreseen testing period of about 4 weeks in the timeframe of end of October to beginning of December 2026. The PVS will be grouped in PVS packages for evaluation by the test laboratories. The following PVS package sizes are foreseen: - Up to 500 PVS, - Up to 1000 PVS, - Up to 1500 PVS, - Up to 2000 PVS, - Up to 2500 PVS, - Up to 3000 PVS, - Up to 3500 PVS, - Up to 4000 PVS, - More than 4000 PVS. When conriming interest in participating in the test activity (Interessenbestätigungsverfahren), the laboratory shall indicate its testing capabilities in terms of supported colour spaces, transfer functions, and the applicable PVS package size.
