Project: P180318 - Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project Reference: RLNC-AR-C7 Procurement method: Quality And Cost-Based Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) UKRAINE REPAIRING ESSENTIAL LOGISTICS INFRASTRUCTURE AND NETWORK CONNECTIVITY (“RELINC”) PROJECT Grant No.: TF0C0417 (dd 10.02.2023), TF0C4970 (dd 12.06.2024) Assignment Title: Consultancy Services for Development of Design and Procurement Documentation for Capital Repair and Reconstruction of M-06 Kyiv - Chop Road within Kyiv, Zhytomyr and Lviv regions (Lot 1, Lot 2, Lot 3) REoI Reference No .: RLNC-AR-C7 Ukraine has received financing from the World Bank toward the cost of the Repairing Essential Logistics Infrastructure and Network Connectivity (“RELINC”) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include development of design documentation for capital repair and reconstruction of the public road of national importance M-06 Kyiv - Chop (to Budapest via Lviv, Mukachevo and Uzhhorod) within Kyiv, Zhytomyr and Lviv regions, including conducting all necessary surveys and investigations, obtaining baseline data, approvals and design documentation clearance from Ukrainian government agencies in accordance with Law of Ukraine, as well as preparing procurement documents in accordance with the Bank's standards for further use in the procurement of works. The Services are expected to commence in August 2026 (services commencement date may be subject to change depending on duration of the procurement process and the contract award). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) At least seven to ten (7-10) years of general experience in road infrastructure design as a lead consulting firm; b) Proven experience in preparing design documentation for rehabilitation and improvement of roads in accordance with international best practices and Ukrainian standards; c) At least five (5) years of experience in designing international and national (M and N category) roads in accordance with Ukrainian regulatory requirements; d) Experience in preparing tender documents under FIDIC Conditions of Contract, with prior cooperation with IFIs (IBRD, EBRD, EIB, etc.) to be considered an advantage. Qualification and experience of Key experts will not be considered and evaluated at the shortlisting stage. To define the capabilities and experience of consulting firms wishing to be shortlisted, the following information should be included in the expression of interest: Description of the company, its organization; Description of experience in the execution of similar tasks over the last ten years, including locations of their execution. The information provided for each project should include at least: Project title; Role of the firm in the contract; Presence of affiliated or parent firms and their respective roles; Location of services, commencement date and completion of services; Cost of services; Services duration; Client’s name; Source of funding, objectives and brief description of the project; Performed functions and tasks. Note: The Client reserves the right to verify the references provided and use the information obtained for evaluation purposes. Companies may submit their Expression of Interest for one, any combination of two, or all the following lots: Lot 1 (road M-06 Kyiv - Chop sections km 14+080 - km 41+300, km 41+300 - km 68+340, Kyiv region); Lot 2 (road M-06 Kyiv - Chop sections km 68+340 - km 90+000, km 90+000 - km 129+600, km 0+000 - km 2+834, km 200+000 to km 258+513, km 0+000 - km 3+043, km 0+000 - km 1+555, Zhytomyr region); Lot 3 (road M-06 Kyiv - Chop sections km 432+877 - km 441+080, km 441+080 - km 447+380, km 486+260 - km 498+100, km 501+130 - km 502+300, Lviv region). Each lot is evaluated and awarded separately. Therefore, in case of submission of Expressions of Interest for more than one lot, Consultants shall ensure the availability of adequate personnel for each lot separately.
