ARMENIA WATER AND IRRIGATION SERVICES ENHANCEMENT PROGRAM - PHASE 1 PROJECT (WISE)

The Government of the Republic of Armenia has applied for financing in the amount of EUR 70,400,000 equivalent from the World Bank toward the cost of the WISE project-Phase 1, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The Program is jointly co-financed by the Agence Française de Développement (AFD) and the Government of Armenia.
The WISE Program is structured under a multi-phase programmatic approach to support long-term reforms and investments in the water sector. Phase 1 will focus on enhancing climate-resilient irrigation and water supply services, strengthening institutions, and preparing the groundwork for subsequent investments.
The Project comprises of the following Components
Water Sector Reform and Institutional Strengthening - support to national strategies, legal and regulatory reforms, establishment of modern asset management systems, and institutional capacity building for the Water Committee, Water Supply Agency, and Water User Associations.
Rural Water Supply and Sanitation Enhancement - development of new service delivery models, institutional strengthening, feasibility studies, and pilot infrastructure works in selected rural settlements.
Modernizing Irrigation Infrastructure & System Management - rehabilitation and modernization of priority irrigation schemes, introduction of climate-resilient technologies, and deployment of SCADA and monitoring systems.
Project Management - this component will finance costs related to project implementation including consulting fees for Project Implementation Team staff, M&E software, procurement, FM, reporting of baseline and project completion surveys, project audits, contracting of the independent verification agents and related activities.
Indicative Procurement
The following works, consulting services and goods are expected to be procured under the project through competitive international procurement and selection procedures:
Civil Works (CW)
Civil works for modernization of irrigation and construction/rehabilitation of rural water supply infrastructure
Consulting Services
Development of national strategies for the Water, Irrigation and WSS sectors, and related legal reforms
Development of an Irrigation Master Plan
Consulting services for institutional reforms of the Water Committee and Water Supply Agency, including implementation of asset management systems and capacity building
Consulting services for irrigation tariff reform
Consulting services for Water User Association reform
Consulting services for drinking water and sanitation tariff reform and collection of baseline information on rural WSS services
Feasibility studies and detailed design for infrastructure investments
Goods
Procurement of goods such as heavy machinery, IT and software, water management tools and equipment, volumetric flow meters, soil moisture sensors, water quality sensors, groundwater level sensors, remote cameras, automated weather stations, data loggers and telemetry systems, high-resolution remote sensing for irrigation and crop monitoring, and laboratory equipment
Procurement Arrangements
Procurement will be conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers (latest edition) and is open to all eligible firms and individuals as defined in the Regulations.
For all international procurements of goods and works, rated criteria will be applied. Early market engagement activities will be implemented for procurements estimated at USD 10 million or above. All high-value civil works contracts will include a mandatory requirement for local labor participation.
