Ukraine has received financing from the International Bank for Reconstruction and Development (hereinafter - the "Bank") to cover the cost of the Health Enhancement and Lifesaving (HEAL) Ukraine Project financed under the Loan Agreement between Ukraine and the International Bank for Reconstruction and Development (hereinafter - the "Bank") dated December 22, 2022 No. 9468-UA (hereinafter - the "Loan Agreement") and the Framework Loan Agreement for the Implementation of the Health Enhancement and Lifesaving (HEAL) Ukraine Project between Ukraine and the Council of Europe Development Bank (hereinafter - the "CEB") dated June 11, 2024 No. LD 2167 and intends to use part of the funds for payments under the contract that is the subject of this procurement. 2. The Ministry of Health of Ukraine (hereinafter - the “Employer”) now invites Quotations from eligible Participants for: Overhaul of the premises of the State Institution “Center for Mental Health and Rehabilitation of Veterans ‘Lisova Polyana’ of the Ministry of Health of Ukraine” (Kyiv, 7 Liniya St., building 25) including: “Overhaul of the ward building of the State Institution “Center for Mental Health and Rehabilitation of Veterans ‘Lisova Polyana’ of the Ministry of Health of Ukraine” at the address: Kyiv, 7 Liniya St., building 25 (Facility 1); “Overhaul of the Musculoskeletal Rehabilitation Department of the State Institution “Center for Mental Health and Rehabilitation of Veterans ‘Lisova Polyana’ of the Ministry of Health of Ukraine” at the address: Kyiv, 7 Liniya St., building 25 (Facility 2); “Overhaul of the entrance lobbies and lounge of the State Institution “Center for Mental Health and Rehabilitation of Veterans ‘Lisova Polyana’ of the Ministry of Health of Ukraine” at the address: Kyiv, 7 Liniya St., building 25 (Facility 3). The procurement is made within one lot and provides for the conclusion of one contract based on the results of the Tender process. Works shall be made withing period of 12 months from the date of the Contract signing. The prospective Participants shall meet the following Qualification Criteria: A. General experience: The Contractor shall meet the minimum criteria for overall experience for the period 2020 to 2024 (inclusive) as defined below: Experience as a General Contractor, Joint Venture Partner, Management Contractor or Subcontractor[1], in the execution of: - at least one (1) contract with the cost of work performed by the Contractor at least equivalent to the amount of UAH 251,000,000.00 ; or - at least 2 (two) contracts, each of which has the cost of work performed by the Contractor at least equivalent to the amount of UAH 150,000,000.00 ; which have been successfully and substantially completed[2] and which are similar to this Contract. B. Financial situation : Financial information shall be provided for the last five (5) fiscal years: 2020 to 2024 inclusive . Monetary values in the appropriate forms should be expressed in equivalent Ukrainian hryvnia (UAH) . Values in currencies other than the Ukrainian hryvnia should be converted into the aforementioned currency based on the average exchange rate established by the National Bank of Ukraine (www.bank.gov.ua) for the fiscal year under review. The cost of projected assets, unencumbered real assets, planned credit lines and other financial assets, as well as liabilities for the period of expected performance of the contract, should be converted into the aforementioned currency at the exchange rate established by the aforementioned bank on the date of the RFQ. The submitted annual financial statements for the required period should demonstrate the stability of the Participant’s financial position, showing long-term profitability. Permanent losses or risk of insolvency reflected in the financial statements, or declared bankruptcy proceedings may be grounds for the Participant’s disqualification. The Participant shall have financial resources free from current obligations and/or unfinished contracts, about which the Participant shall provide information. The Employer may reject the Quotation if the amount of confirmed obligations that will be performed in parallel with the Contract exceeds the Participant's annual turnover for the previous year by 1.5 (one point five-tenths) times .
