(as per Procurement Plan): UHE-IPSR-TS Ukraine received financing from the International Bank for Reconstruction and Development (hereinafter - the “Bank” of “IBRD”) as a loan for the implementation of Project “Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”)” (hereinafter - “the Project”) and intends to apply a part of these proceeds for making eligible payments for the consulting services for procurement of which this Request for Expressions of Interest has been issued. The consulting services (“the Services”) include provision of professional support to PJSC “Ukrhydroenergo” (“the Client”) in terms of: (i) preparation of tender documents, including the pre-selection (qualification), for conducting procurement procedures under the main procurement packages for the Contracts: Design, supply, installation and commissioning of battery energy storage systems for provision of ancillary services in the grid (BESS) with energy management systems (EMS) and solar (PV) plants and auxiliary equipment at Kyiv HPP-PSP, Kaniv HPP, Kremenchuk HPP and Seredniodniprovska HPP (“Contract No. UHE-IPSR-DSI-1”); Technical supervision of the implementation (construction) of battery energy storage systems (BESS) with energy management systems (EMS) and solar (PV) plants and auxiliary equipment at Kyiv HPP-PSP, Kaniv HPP, Kremenchuk HPP and Seredniodniprovska HPP (“Contract No. UHE-IPSR-ES”); particularly, in preparation of technical requirements considering the Consultant’s successful international experience in effective implementation of BESS, PV plant and EMS technologies; (ii) conducting procurement procedures in accordance with the World Bank Procurement Regulations for IPF Borrowers (rev. 5 dated September 2023)[1] (“Procurement Regulations”), in particular, conducting the procedure of tender proposals evaluation and qualification of participants; (iii) finalization of drafts of Contracts No. UHE-IPSR-DSI-1 and No. UHE-IPSR-ES before their signing by the parties, with the relevant transfer of knowledge from the Consultant to the Client’s employees/PMU. The expected period of the Consultant's service provision is tentatively estimated for 12 calendar months. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation of the Consultants' Expressions of Interest shall be based on the following criteria: Mandatory qualification requirements for Consultants are as follows: General experience in providing consulting services on management and supervision (engineering) issues of project implementation in the energy sector for at least 7 recent years, and implementation of at least 4 completed contracts/assignments; The consulting company must be highly skilled in technical consulting on implementation of battery energy storage system (BESS) and/or solar (PV) plants and energy management systems (EMS), specifically, in terms of preparation of technical particular requirements, preparation of tender documents (within at least 2 successfully completed contracts/assignments during the recent 5 years); Availability of technical and managerial support on the Consultant’s side (- presence of subject matter experts permanently working in the company; - branching of the consultant’s representative offices around the world; - presence of implemented quality management systems for managerial decisions (availability of the corresponding ISO 9001 certificates or other similar ones; - presence of implemented competence management systems based on the gained experience or similar systems; - introduction of automated analytical systems, including those with artificial intelligence elements for the development of optimal solutions for the customers, etc).
