(as per Procurement Plan): Consultant Project Manager for Primary Education: SEE-CS-IC-PIU-3.1.-12 Social Specialist: SEE-CS-IC-PIU-3.1.-6 INTRODUCTION The Government of Republic of Croatia and the International Bank for Reconstruction and Development (IBRD) have signed the Loan Agreement (Loan No. 9303-HR) in the total amount of 25 million EUR for the Project "Croatia: Towards Sustainable, Equitable and Efficient Education" (the Project). The Project will be managed by the Ministry of Science and Education (MSE). The main goal of the Project is to improve equity in selected schools that will conduct whole-day school and increase the institutional capacity of the MSE for the implementation of educational reforms. The project includes 3 components: (1) to ensure that the increased hourly rate leads to quality learning outcomes, (2) to demonstrate infrastructural solutions for whole-day school and (3) to strengthen the capacity of the MSE to implement reforms. Implementing the reform of the Education system, together with an updated school infrastructure, the Government of the Republic of Croatia will contribute to a better education that will prepare children and young people for the challenges and jobs of the future. Further thorough modernization of the Education system will ensure accessibility, quality and relevance while equalizing opportunities for all children, pupils and students. Under Component (3), a Working Group to support and implement reform initiatives in the field of education (PIU) is established, consisting of, inter alia, Consultant Project Manager for Primary Education and the Social Specialist (Consultants), to which this call refers to. The PIU is providing appropriate support to the Ministry of Science and Education in the effective implementation of the Project and the reforms and investments in the scope of National Recovery and Resilience Plan (NRRP/NPOO) 2021-2026. 2. QUALIFICATIONS, EXPERIENCE AND TERMINATION OF CONTRACT The MSE invites eligible consultants to indicate their interest in providing the Services specified in attached Annex A “Terms of Reference and Scope of Services for Consultant Project Manager for Primary Education” and/or in the Annex B “Terms of Reference and Scope of Services for Social Specialist” of this document. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for one or both positions as follows: Consultant Project Manager for Primary Education: To apply for the position Consultant Project Manager for Primary Education, a potential candidate must have the following minimum qualifications, skills and experience: completed undergraduate or graduate university study or specialist graduate professional study in the field of social or humanistic or technical or natural or biotechnical sciences or interdisciplinary field of science; relevant work experience in managing or participating in projects and / or investments; at least 5 years of general work experience; preferably at least 3 years of work experience in project implementation; desirable work experience in the field of education; experience in implementing safeguards procedures and regulations of the World Bank, IFOs, EU or other international organizations that apply safeguards will be considered as an advantage; excellent knowledge of the Croatian language in speech and writing; excellent knowledge of English in speech and writing; advanced knowledge of working on a personal computer. Social Specialist: To apply for the position Social Specialist, a potential candidate must have the following minimum qualifications, skills and experience: completed undergraduate or graduate university study or specialist graduate professional study in the field of humanities and social sciences; at least 3 years of work experience on social issues, including stakeholder engagement, social risk management or similar; experience in implementing social management procedures will be considered as an advantage; experience in implementing safeguards procedures and regulations of the World Bank, IFOs, EU or other international organizations that apply safeguards will be considered as an advantage; strong interpersonal, analytical and communication skills; excellent knowledge of the Croatian language in speech and writing; excellent knowledge of English in speech and writing; advanced knowledge of working on a personal computer.
