Project: P505616 - Resilient, Inclusive and Sustainable Enterprise Program for Results Financing: World Bank GENERAL PROCUREMENT NOTICE UKRAINE Resilient, Inclusive and Sustainable Enterprise Program for Results (RISE), IPF Component CAPITAL MARKETS, INDUSTRY, TRADE & SERVICES GENERAL PROCUREMENT NOTICE URTF Grant No. TF0C6617 Project ID No. P505616 Ukraine has received financing in the amount of US$ 10 Million equivalent from the World Bank toward the cost of the IPF Component of Resilient, Inclusive and Sustainable Enterprise Program for Results (RISE), and it intends to apply part of the proceeds to payments for consulting services, goods and non-consulting services to be procured under this component. The Program Implementing Agency is the Ministry of Economy of Ukraine (MoE). The IPF Component of the Program aims at supporting the MoE in the implementation of the National Economic Strategy 2021- 2030 and of the Ukraine Plan 2024-2027 as defined under the Program. Thus, it will finance technical assistance for institutional and organizational strengthening, capacity building, consulting support, and knowledge transfer to enable the MoE, and its implementing partners, to achieve sustainable change, and to have timely access to emerging regional and global experience through the following sub-components: (i) operational support; (ii) targeted technical assistance and capacity building; (iii) IT solutions; and (iv) change management. The following goods, non-consulting services and consulting services are planned to be procured through open international competitive procurement: Consulting Services: Project management services, training activities, Verification Agent’s services, capacity building for communications and work with internal and external stakeholders. Educational and practical courses on entrepreneurial skills (financial literacy, digital literacy, etc.) tailored to the needs of population groups requiring additional inclusion measures. Technical assistance to SMEs in conducting professional energy audits and support in improving energy efficiency of micro and small enterprises. Goods and non-consulting services: Digitalization of industrial park development, including e-governance for regulatory compliance, a digital platform for collaboration, virtual training through an e-learning platform, and data analysis. Development of smart infrastructure in industrial parks - implementation of intelligent infrastructure solutions such as IoT (Internet of Things) sensors and AI-based management systems. Digitalization of the ECA: procurement of hardware and software; provision of digitalization services. Digital tools for Made in Ukraine policy implementation. A fault-tolerant infrastructure development (virtualization system including primary and backup hardware units, software, as well as installation and configuration services) for the Ministry of Economy of Ukraine. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Fifth Edition, September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a No Objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website (https://projects.worldbank.org) and on the official website of MoE (https://me.gov.ua/). The procurement of goods and non-consulting services will be conducted using national e-procurement system “Prozorro”. Interested eligible firms and individuals who would wish to be considered for the provision of consulting services, goods and non-consulting services for the above mentioned Program, or those requiring additional information, should contact the MoE at the address below.
