Project: P176114 - Improving Power System Resilience for European Power Grid Integration Project Reference: № UHE-CERC-TR-5 Procurement method: Request for Quotations Financing: World Bank SPECIFIC PROCUREMENT NOTICE Request for Quotations Goods Country: Ukraine Name of Project: Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo) Contract Title: Two block transformers for Dniester HPP (290 MVA/330 kV and 290 MVA/110 kV) Loan No.: 9284-UA Project ID: P176114 RFQ No.: UHE-CERC-TR-5 Ukraine has received financing from the World Bank (hereinafter referred to as “the Bank”) toward the cost of Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”) Project, and intends to apply part of the proceeds toward payments under the contract for the supply of and installation supervision for two block transformers for Dniester HPP (290 MVA/330 kV and 290 MVA/110 kV). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. PJSC “Ukrhydroenergo” now invites Quotations from eligible Suppliers for the purchase of the following goods: All the listed goods will be subject to procurement within a single Contract 290 MVA (330 kV) block transformer for Dniester HPP - 1 pc. Main mandatory spare parts for 290 MVA (330 kV) block transformer - 1 set. Installation and commissioning supervision of 290 MVA (330 kV) block transformer for Dniester HPP - 1 service. Supervision over the pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of 290 MVA (330 kV) block transformer for Dniester HPP - 1 service. 290 MVA (110 kV) block transformer for Dniester HPP - 1 pc. Main mandatory spare parts for 290 MVA (110 kV) block transformer - 1 set. Installation and commissioning supervision of 290 MVA (110 kV) block transformer for Dniester HPP - 1 service. Supervision over the pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of 290 MVA (110 kV) block transformer for Dniester HPP - 1 service. Final Destination (Project Site) - Dniester HPP within the administrative boundaries of Vasylivka village, Sokyriany district, Chernivetska region, Ukraine. Goods shall be delivered within the period of 14 months from the date of the Contract signing. Services shall be provided the period of 16 months from the date of the Contract signing. The following Related services shall be provided: Development of technical documentation Supervision of installation and commissioning of the pump-turbine; Factory tests (at the Supplier’s factory) of the transformer s; Supervision over the pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of block transformers; Installation and commissioning supervision of block transformer. The prospective Suppliers shall meet the following Qualification requirements: Financial Capability : The Supplier shall submit audited financial statements or, if not required by the law of the Supplier’s country, other financial statements acceptable to the Purchaser, for the last five (5) financial years prior to the quotation submission deadline, demonstrating the current soundness of the Supplier’s financial position. Specific Experience : The Supplier, who is a manufacturer of the offered Goods, shall demonstrate that it has successfully: has manufactured goods of similar nature and complexity (power transformer of at least 250 MVA capacity and at least 300 kV voltage) for at least three (3) years, starting from January 01, 2022; Annual volume of manufacturing goods of similar nature and complexity (power transformer of at least 250 MVA capacity and at least 300 kV voltage) throughout past three (3) years, starting from January 01, 2022, amounted to at least four (4) units of such equipment. If the Supplier is not a manufacturer of the offered Goods, the Supplier shall: demonstrate that it has successfully completed at least one (1) contract with a value of at least 7 million US dollars or at least two (2) contracts each with a value of at least the equivalent of US dollars 3.5 million that are similar in nature and complexity to the Goods and Related Services under this Contract. Comparison of the Quotations shall be applied. Detailed information is described in the RFQ. 3. The RFQ procurement process shall be carried out in accordance with the “World Bank Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023.
