The Government of Ukraine ( Private Joint Stock Company “National Power Company “Ukrenergo” (NPC “Ukrenergo” ) intends to apply for financing from the World Bank toward the cost of the Second Power Transmission Project and intends to apply part of the proceeds toward payments under the contract for Procurement of MAS and subscription for support of IBM Maximo and IBM Planning Analytics . 2. The NPC “Ukrenergo” now invites bids from eligible bidders for Procurement of MAS and subscription for support of IBM Maximo and IBM Planning Analytics . 3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers edition of January 2011, revised in July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. Procurement process will be conducted through the electronic procurement system and the complete set of the Bidding Documents in English only is available in a free access at the electronic procurement system Prozorro by the following link: https://prozorro.gov.ua/uk/tender/UA-2025-09-04-000801-a 5. Interested eligible bidders may obtain further information from NPC “Ukrenergo” by sending their clarification requests through the electronic procurement system. Submission of clarification requests as well as Bids through the electronic procurement system requires mandatory prior registration of the Supplier at one of the marketplaces of Supplier’s choice from the list available at https://prozorro.gov.ua/en/majdanchiki-prozorro. 6. The Bid shall be submitted electronically through the marketplace chosen by the Bidder (please also refer to Clause ITB 1.3). The deadline for bid submission is specified in the electronic procurement system. The Purchaser does not bear any responsibility for the failure of the Bidder to submit its Bid on time for any reason. After the end of Bids submission period all documents comprising the Bid, except those marked confidential (see ITB 22.1), will be opened by the system automatically for all submitted Bids. 7. All bids must be accompanied by a Bid-Securing Declaration.
