Descrizione
The European Medicines Agency (EMA) is a decentralised agency of the European Union responsible for the scientific evaluation, supervision and safety monitoring of medicines. EMA operates from its headquarters at Domenico Scarlattilaan 6, 1083 HS Amsterdam, The Netherlands. EMA intends to launch an open tender procedure for the provision of security services at its premises in Amsterdam. The current framework contract for these services expires in the second half of 2027 and the new contract is expected to start on 1 September 2027. The services to be procured comprise permanent security guarding of the EMA premises, 24 hours a day, 7 days a week, delivered by a dedicated on-site team consisting of a security operational manager and assistant, shift supervisors and security guards, including reception, access control, screening of persons, mail and luggage, patrols, control room operation, incident response and security administration support; additional ad hoc guarding for events and for periods of increased activity; rental of security screening equipment (X-ray scanners, walk-through metal detectors, mobile fencing, portable CCTV) with trained operators, for events; supply of security consumables and devices (access cards, lanyards, card holders and similar items); and security emergency services: rapid deployment of additional guarding capacity and equipment in case of a security crisis. The contract will take the form of a multiple framework contract in cascade, for an initial duration of two years, renewable twice for one year (four years in total). The estimated value given in this notice is indicative and non-binding and may change in the contract notice. Points which interested economic operators may wish to consider in advance of the publication of the contract notice: Services must be delivered in accordance with Dutch legislation on private security (Wet particuliere beveiligingsorganisaties en recherchebureaus), including the authorisation of the company and the licensing and screening of all guarding personnel. Tenderers must hold the relevant authorisation at the time of submission. A change of contractor may give rise to a transfer of undertaking under Dutch law and the applicable collective labour agreement for the private security sector. Information on the personnel currently deployed will be made available with the tender documents so that all tenderers can assess this on an equal basis. The contract places strong emphasis on the recruitment, training, retention and development of the security team, on service levels measured through key performance indicators, and on sustainability in the supply of consumables. The award will be based on the best price-quality ratio with a predominant weighting for quality. The contract will be concluded on the basis of EMA's standard framework contract, with special conditions adapted to security services, including a liability regime tailored to the Dutch security market. The tender documents will be published in English. A site visit will be organised during the submission period. The contract notice and the complete procurement documents will be published in the Official Journal of the European Union and on the EU Funding & Tenders Portal. Economic operators interested in this procedure are invited to register on the Funding & Tenders Portal, to obtain a Participant Identification Code (PIC) if they do not already have one, and to subscribe to the procedure once published in order to receive notifications. The launch date indicated in this notice is an estimate. This prior information notice does not constitute a call for competition and does not oblige EMA to launch the procedure; no contact with economic operators will take place outside the official publication channels.
