Laboratory equipment for the detection and analysis of microplastics in ANAR laboratories

Project: P179786 - Romania Rural Pollution Prevention and Reduction Project (RAPID) Reference: 10-RFB-2025 Procurement method: Request for Bids Financing: World Bank Country: Romania Name of Project: "Prevention and Reduction of Pollution in Rural Areas in Romania" Contract Title: Procurement of laboratory equipment for microplastics analysis for National Administration of Romanian Waters Loan no.: 9505-RO RFB Reference No.: 10/RFB/2025 Ministry of Environment, Waters and Forests of Romania, through the Project Management Unit of Rural Pollution Prevention and Reduction Project (PMU-RAPID) (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Rural Pollution Prevention and Reduction Project (RAPID Project) and intends to apply part of the proceeds toward payments under the contract for procurement of laboratory equipment for microplastics analysis for National Administration of Romanian Waters. 2. The Ministry of Environment, Waters and Forests of Romania - Project Management Unit now invites sealed Bids from eligible Bidders for procurement of laboratory equipment for microplastics analysis for National Administration of Romanian Waters (1 lot), to be delivered within 90 days from the contract signing date to National Administration of Romanian Waters (Water Quality Laboratory - Bucharest, Buzău, Timisoara and Oradea). 3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Project Management Unit of "Prevention and Reduction of Pollution in Rural Areas in Romania" (address: 46-48, Plevnei St., Bucharest, Romania) and inspect the bidding document during office hours from Monday to Thursday between 8:30 and 17:00 and Friday between 8:30 and 14:30 at the address given below, starting with 30th of October 2025 . 5. The bidding document in English language may be requested by interested Bidders upon the submission of a written application to the address below. The RFB will be delivered electronically by e-mail to the prospective bidders’ representatives nominated in the written application. A pre-bid meeting (videoconference) which prospective bidders may attend will be held at 13:00 hour’s local time on November 12th, 2025 . All firms who have requested the RFB will be invited. 6. Bids must be delivered to the address below on or before 4th December, 2025, 14:30 hours local time . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 4th December, 2025, 14:30 hours local time . 7. All Bids must be accompanied by a Bid security in the amount of EUR 21,000. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
