Project: P160751 - Justice Services Improvement Project Reference: CSI-1-15-2 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR CURRICULA VITAE CONSULTING SERVICES - INDIVIDUAL CONSULTANT COUNTRY: ROMANIA JUSTICE SERVICES IMPROVEMENT PROJECT Loan No. 8695 Assignment Title: Individual Consultant for Financial module of Resource Management System (RMS) for the use of Romanian Judiciary System Reference No . CSI-1-15-1 and CSI-1-15-2 The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) main objective is to strengthen RMS Support center capacity to provide efficient user support for RMS Financial modules and to support DIEFP in its efforts to continue RMS implementation and transition to another RMS version (2 Individual Consultants). The estimated duration of the assignment is 12 calendar months for each of the two Consultants. The estimated remuneration is approx. 5,100 EURO/month/consultant without VAT (approx. 72,800 Euro/12 months/consultant) . The contract might be extended or not according to MoJ management decision, depending on MoJ needs and consultant’s performance. The detailed Terms of Reference (TOR) for the assignment are attached to this request for CV and can be downloaded from the following link: http://www.just.ro/transparenta-decizionala/achizitii-publice/ The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as below: Academic qualifications and skills (15 points): University graduated with a Bachelor’s degree, preferably (but not mandatory) in financial, economics, engineering or IT field (6 points); Two certifications in Oracle technologies presented in Annex 1 constitutes an advantage (4 points); Specific training courses in Oracle Financial modules constitutes an advantage (3 points); Communication skills and proactive attitude (2 points). Professional experience (80 points): General experience - 5 years (10 points); Specific experience in customizing the Oracle type Financial modules/ applications - 4 years (30 points); Knowledge of the processes, flows and functionalities specific to Public Sector financial area (such as ALOP - which stands from Allocation, Liquidation, Order and Payment) is considered an advantage (15 points); Advanced knowledge of Oracle database management systems, applied to the area of customization of Oracle type Financial modules/ applications is considered an advantage (15 points); Experience in international projects constitutes an advantage (10 points). Foreign languages (5 points): English language (written, spoken and read) - at least “good”. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In order to be able to charge the Client for the activities performed under these terms of reference, the expert must be a person authorized under the Law 300/2004 regarding the authorization of individual persons and family associations to carry out independent activities. Two Consultants will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
