Descrizione

This Contract Award Notice is acting as a Modification Notice under Article 72 of 2014/24/EU to RFT ID 155899 - Contract Agreement for Dublin District Heating System - Technical Advisor published on the previous eTenders system, prior to the introduction of new TED eForms. Dublin City Council are relying on Article 72.1(b) Contracts and framework agreements may be modified without a new procurement procedure in accordance with this Directive in any of the following cases: b) for additional works, services or supplies by the original contractor that have become necessary and that were not included in the initial procurement where a change of contractor: (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement; and (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority. However, any increase in price shall not exceed 50 % of the value of the original contract. Where several successive modifications are made, that limitation shall apply to the value of each modification. Such consecutive modifications shall not be aimed at circumventing this Directive; Additional technical support and consultancy services have been identified as modifications to the revised contract value in respect of Tetra Tech Consulting Engineers Ltd (previously operating as RPS Consulting Engineers Ltd.) for the Dublin District Heating Project including the following Change Orders required to progress the Dublin District Heating Project (DDHP): • Provide post processing of 3D point cloud survey data of the DH plantroom at the DWtE Facility and Spencer Dock back-up boiler station • Provide additional support services on the installation of District Heating pipes on the Irish Glass Bottle • Provide additional engagement services to provide the design support for options & conceptual design for an interim phase (Phase 0) of the DDHP • Develop a separate tender package for Dodder Crossing Advance Works • Provide additional Part 8 support by conducting winter bird surveys in Ringsend Park updating Part 8 pack • Developing a comprehensive Procurement and Contracting Strategy for the DDHP • Conduct additional bird surveys at the proposed Energy Centre Site for the DDHP • District Heating Phase 0 Conceptual Design for the DWtE Plant Room • Appropriate Assessment Screening for Site Investigation Works • Conceptual Design of the District Heating (DH) Plant Room at the Dublin Waste to Energy (DWtE) Facility • Arborist & Archaeological Support for Part 8 Application • Preconstruction Badger Surveys for Site Investigation Works • Additional Project Management & Coordination • Updates to Ecology for Part 8 following NPWS Meeting • Detailed design and tender documents for section of the district heating network crossing through the Irishtown Sports & Fitness Centre (ISFC) site in Ringsend Park The original contract value plus previous modifications was €4,291,820.24. The total value of the above mentioned modifications is €1,675,733.94 bringing the total updated contract value to €5,967,554.18. Dublin City Council confirm that no one modification exceeded 50% value of the original cost.
