Project: P180605 - Integrated Land Administration and Justice Services Project Financing: World Bank Pursuant to the Law on Ratification of the Loan Agreement (IBRD Loan No. 9645-HR) between the Republic of Croatia and the International Bank for Reconstruction and Development for Integrated Land Administration and Justice Services Project (OG IA No.: 7/2024), the Project Implementation Unit announces: GENERAL PROCUREMENT NOTICE CROATIA INTEGRATED LAND ADMINISTRATION AND JUSTICE SERVICES PROJECT Urban, Resilience and Land Governance GENERAL PROCUREMENT NOTICE Loan No. HR-9645 Project ID No. P180605 The Republic of Croatia has received financing in the amount of US$ 116.2 million from the World Bank equivalent toward the cost of INTEGRATED LAND ADMINISTRATION AND JUSTICE SERVICES PROJECT (ILAJS Project) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be financed jointly by the Ministry of Justice, Public Administration and Digital Transformation (MoJPADT) and State Geodetic Administration (SGA). The Project Development Objective is to enhance digital services and functional integration of land administration and court institutions. The proposed project activities will help to maximize benefits of previous institutional investments in the land registry, cadaster and courts and shift Croatia to the ‘next generation’ of reforms. The Project will include the following five components. Component 1/A. Integrated Digital Land Registry and Court Services will finance activities that support the digitization and integration of land registry court data and services. It will continue the digitization of paper and land registry and court records, making them more resilient to disaster and more easily shareable through the Real Property Registration and Cadastre Joint Information System (JIS) and other online systems. This component consists of the following Sub-Components: A.1. Digitization of Land and Court Records and A.2. Enhancing Land Registry and Court E-services. Component 2/B: Integrated Digital Services of State Registers and Geospatial Data . This component will support enhanced geospatial data. The support of Component B activities for the scaling up of data on cadastral parcels, buildings, and infrastructure are essential for putting in place effective disaster risk planning and climate change adaptation policies. The activities under Component B will support the tracking of trends in urbanization and urban sprawl that have contributed to strains on existing infrastructure and public utilities as well as the loss of carbon sinks in Croatia. Moreover, the information provided by the further development of these datasets will be shared with public agencies. This component consists of the following Sub-Components: B.1. Infrastructure Cadaster , B.2. LiDAR Surveys , B.3. Improvement of CROPOS System and B.4. SGA Digital Archive and citizens’ support. Component 3/C: Enhanced Digital Integration of Land Register and Cadaster . Under Component C, enhancements will be made to the JIS and One-Stop-Shop (OSS), new cadastral surveys and land register establishment/renewal will be conducted. The component activities will also support updates to the methodology for developing Croatia’s Building Registry, upgrades of the IT system if required, piloting and roll out. This component consists of the following Sub-Components: C.1. Technical and Functional Improvements of the Joint Information System and One-Stop-Shop , C.2. Enhancing Cadastral Survey and Land Register Renewal and C.3. Building Registry. Component 4/D: Integrated Court, LRO and CO Infrastructure. This component would provide rehabilitation of court, registry and cadaster infrastructure to international and EU standards to support improved service delivery and establishment of a new structure for addressing appeals of land registry disputes. This component would support renovation of infrastructure to support integrated cadaster, land registry and court services. This component consists of the following Sub-Components: D.1. Investment in Infrastructure and D.2. Improved IT Infrastructure in Cadaster Offices. Component 5/E: Institutional Capacity Building, Policy Analysis, and Project Management . This component will support Project Implementation Unit (PIU) operations and Monitoring and Evaluation (M&E) activities. It will also finance capacity building programs and the implementation of public awareness campaigns and customer satisfaction surveys. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, issued September 2023, (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . The World Bank shall arrange the publication on its external website of the agree
