Bosnia and Herzegovina and Republika Srpska, through a subsidiary agreement with the Borrower, has received financing in the amount of US$31.34 million from the World Bank and grant in the amount of US$ 3.5 million from the Swiss State Secretariat for Economic Affairs, toward the cost of the Water and Sanitation Services Modernization Project, and intends to apply part of the proceeds toward payments under the contract for Improvement of Non -Revenue Water Management in Water Utilities of Republika Srpska The Agriculture Projects Coordination Unit (APCU), established within the Ministry of Agriculture, Forestry and Water Management of Republika Srpska now invites sealed Bids from eligible Bidders for provision of non-consulting services for the Improvement of Non-Revenue Water (NRW) Management in Water Utilities of Republika Srpska. Services will be implemented in four pilot water utilities in the municipalities/cities of Gradiška, Istono Novo Sarajevo, Prijedor and Trebinje, which together operate approximately 1,720 km of water supply network. The scope of services includes: (i)baseline diagnostics and field data collection; (ii) establishment and upgrade of integrated GIS, SCADA and CMMS databases; (iii) development and deployment of a web-based NRW management platform with mobile application; (iv) hydraulic measurement campaigns, initial hydraulic modelling and definition of District Metered Areas (DMAs); (v) development of standardized Standard Operating Procedures (SOPs) across four core operational domains; (vi) a comprehensive capacity building programme for over 40 utility staff; (vii) a public awareness campaign targeting 250,000 customers. All delivered systems, tools and methodologies shall be designed for scalability and replicability across all 52 water utilities in Republika Srpska. The contract duration is 16 months. Bidders are required to demonstrate proven experience in non-revenue water management, hydraulic modelling, GIS/SCADA systems development and implementation of integrated water utility management platforms. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers: Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services, July 2016 (revised November 2017 and August 2018) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
