Ukraine has received financing in the amount of US$ 232,5 mln equivalent from the World Bank toward the cost of the Housing Repair for People's Empowerment Project (HOPE), and it intends to apply part of the proceeds to payments for works and consulting services to be procured under this project.
The Project will include three (3) components:
Component 1. Repair of residential units with partial damage: this component will provide funding through compensations to eligible affected households for the emergency repair of their partially damaged residential units. No procurement activities are envisaged under this component.
Component 2. Design and capital repair of partially damaged Multi-Family Buildings: this component is designed to initiate the green and resilient capital repairs of partially damaged MFBs and intends to prepare design and project documentation for the repair works of MBFs with up to moderate damage, perform current and/or capital repair of these MFBs, and develop/update necessary recovery and reconstruction planning documents in the selected LSG. To this end, at the initial stage this component will include procurement of consulting services for the detailed structural engineering assessment, technical and feasibility studies, development of design and project documentation. Procurement of repair works and capacity building to the local self-governments is envisaged at the later stage of project implementation.
Component 3: Project management and capacity strengthening: this component will include the procurement of consulting services of Third Party Monitoring Agency, audit of the project, as well as engagement of external consultants to extend the capacity of the PMT.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and the Employer’s website.
