Project: P180245 - Health Enhancement And Lifesaving (HEAL) Ukraine Project Financing: World Bank GENERAL PROCUREMENT NOTICE HEALTH ENHANCEMENT AND LIFESAVING (HEAL) UKRAINE PROJECT Health care area GENERAL PROCUREMENT NOTICE Loan No. 9468-UA Project ID No. P180245 The Ministry of Health of Ukraine (“Borrower”) has received financing in the amount of US$ 100,000,000 equivalent from the World Bank toward the cost of the Health Enhancement and Lifesaving (“HEAL”) Ukraine Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following parts: PART 1. ADDRESSING NEW AND URGENT HEALTH NEEDS FOR MENTAL HEALTH AND REHABILITATION Subcomponent 1.1 Scale-up of mental health and rehabilitation services : Provision of Payments for Program of Medical Guarantee (“PMG”) Services to selected health facilities for the expansion of (a) mental health services, and (b) rehabilitation services under the mental health and rehabilitation packages of the Program of Medical Guarantees. Subcomponent 1.2 Preparing for scaled delivery of mental health and rehabilitation care: Delivery оf quality mental health and rehabilitative care services through: Training to medical staff at inpatient, outpatient and community level, including those working in supervisory capacities; Support to the Ministry of Health (“MoH”) and National Health Service of Ukraine “NHSU” to: (i) define the scope and standards оf services provided аt inpatient and outpatient facilities; (ii) update verification of electronic medical records; аnd (ііі) develop concepts and implementation plans оf organization and scale up of mental health and rehabilitation services through primary health care and specialized facilities; and Providing (i) essential equipment and vehicles in support of rehabilitation services; and (ii) rehabilitation works for facilities providing mental health and rehabilitation services. PART 2. FURTHER IMPROVING AND STRENGTHENING PRIMARY HEALTH CARE Subcomponent 2.1 Restoring and improving the delivery of essential primary health care (“PHC”) services Restoring essential health services at the primary health care level through the provision оf Payments for PMG Services for: Expanded health examination оf patients receiving primary health care services including screening for noncommunicable diseases and infectious diseases, and monitoring of disease management; Childhood vaccination; and Expansion of the Affordable Medicines Program. Subcomponent 2.2 Recovery of the PHC network Procurement of equipment and other PHC facility needs, as well as small civil works to restore the functioning of PHC facilities selected as per the criteria set forth in the Project Operational Manual (“POM”); Renovating and providing equipment to up to 80 damaged PHC facilities that require significant renovations and procurement and installation оf solar panels in аt least 100 PHC locations selected as per the criteria set forth in the POM; Setting up, training, and deploying mobile teams to deliver essential health services in areas mostly affected by the ongoing emergency, as well as in remote areas; and Developing a medium-term recovery and reconstruction plan for the primary health care network in Ukraine, including the development оf technical specifications оf а new expanded primary health care model, or PHC Plus. PART 3. RESTORING AND MODERNIZING HOSPITAL CARE IN LINE WITH REFORM DIRECTION Restoring and strengthening service delivery in hospitals through: Developing the sectoral planning оЁ the hospitals network, technical specifications and design documentation to support the selection оf hospitals 10 be renovated and оf thе renovation work. Renovating selected hospitals using the technical specifications prepared under Part 3(a), which may include, inter alia: improving energy efficiency and providing access 10 alternative sources оf energy, constructing new buildings аs part оf existing facilities that will not require new land acquisition. Strengthening pre-hospital emergency services through, inter alia, procurement of vehicles, relevant equipment, and civil works to organize additional stations for ambulances. PART 4. SUPPORTING САР ACITY BUILDING, DIGITALIZATION AND INNOVATIONS Subcomponent 4.1 Digital development and innovations Developing core e-Health modules, including (i) health worker register, (ii) patient’s data portal, (iii) e-Health modules for disability and rehabilitation, (iv) improvement of cyber security for health-related data, (v) integration of digital health systems with neighboring countries, and (vi) strengthening of e-Health systems of the health institutions more broadly. Implementing a digital instrument to track requests of patients at different levels: facility, local level (hromada, rayon, oblast), and national level (MoH and NHSU).
