AMP-CS-LCS-SC3.15-1 The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia (MAFWE) has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services. The Project aims to improve competitiveness in targeted agricultural sub-sectors and strengthen agricultural public sector readiness for EU accession. The objective of the assignment is the Consultant to provide consulting services for an audit of the project financial statements as to enable the auditor to express a professional opinion on the AMP project's financial position at the end of each fiscal year following the periods as listed below: period covering the fiscal years 2022 and 2023 (fiscal 2022 has 7 prior reviewed and approved contracts (6 for Individual Consultants and 1 for procurement of goods (off the shelf SW). The overall Withdrawal of loan proceeds for the year is EUR 36.937,00); period covering the fiscal year of 2024 period covering the fiscal year of up to June 30, 2025 including any grace period transactions, or any other period as may be subsequently agreed by the parties in writing. The project's accounting system (books and records) which provides the basis for preparation of the Project Financial Statements (PFS) and was established to reflect the financial transactions in respect of the project are with the Project Management Team (PMT) within the MAFWE. The audit will be conducted in accordance with International Standards on Auditing (ISA) published by the International Auditing and Assurance Standards Board of the International Federation of Accountants (IFAC) with special reference to ISA 800. Those Standards require that the auditor plans and performs the audit to obtain reasonable assurance about whether the financial statements are free of material misstatements. An audit should include examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit should also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. complying with ISA. MAFWE now invites short listed consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A consulting firm will be selected in accordance with the Limited Least Cost Selection (LCS) Method set out in the Procurement Regulations for Investment Project Financing (IPF) Borrowers - Procurement in IPF of Goods, Works, NonConsulting and Consulting Services, (Regulations) issued in July 2016, revised November 2017 and August 2018.
