Project: P160751 - Justice Services Improvement Project Reference: CSI-1-3B Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES - INDIVIDUAL CONSULTANT COUNTRY: ROMANIA JUSTICE SERVICES IMPROVEMENT PROJECT Loan No. 8695 Assignment Title: Individual Consultant for Consultancy services - Independent external expertise to support the in-house experts/employees of the National Probation Directorate, the development of a strategy for the rehabilitation of offenders under community sanctions and measures Reference No: CSI-1-3B The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) main objective is to support the National Probation Directorate (NPD), institution under Ministry of Justice (MoJ) coordination, with the elaboration of the Strategy for the rehabilitation of offenders under community sanctions and measures. The estimated duration of the assignment is of 10 calendar months, including 1 month needed for reports analysis and approval and payment processing. The contract might be extended or not according to MoJ management decision, depending on MoJ needs and consultant’s performance. The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, as well as their methodological approach to successfully delivering the services. The individual consultant will be selected based on their relevant experience, qualifications, capability to carry out the assignment, and their approach to delivering the services in response to the TORs. The shortlisting criteria and the number of points assigned to each will be determined based on the following sub-criteria and point system described below: Consultant relevant experience, qualifications, capability to carry out the assignment: 100 points General professional experience ( 10 points ): University degree in the area of the assignment (i.e., law or related field) - mandatory ( pass/fail ) Professional experience of minimum 15 years in correctional services (prison and/or probation) field policy/academic who taught and researched on this topic /NGO, International organization background in the field of corrections ( 5 points ) Previous experience in providing consulting services for public administration bodies or entities working in correctional services field ( 5 points ) Specific professional experience ( 80 points ): Participating in at least 2 projects which had as result strategic or policy related deliverables in the field of correctional services ( 40 points ) Elaboration or participating in elaboration of at least 1 strategic document in any field ( 20 points ) Specific professional international experience achieved by working with various jurisdiction (e.g. Canadian and/or Norwegian, and /or Irish and/or UK and/or Dutch and/or US correctional services) is an advantage ( 20 points ) Qualifications and skills ( 10 points ): Abilities in organizing and overseeing administrative and logistical support ( 5 points ) Supervise and co-ordinate project related aspects ( 3 points ) Capacity to communicate in English ( 2 point ) The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
