Project: P180732 - Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project Financing: World Bank Country: UKRAINE Project: Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project Practice area/sector: Public Administration - Agriculture, Fishing & Forestry,Livestock GENERAL PROCUREMENT NOTICE Grant Number: URTF TF0C2986 Loan Number: 9605-UA Project ID No. P180732 Ukraine has received financing in the amount of US$ 320,000,000.00 from the World Bank toward the cost of the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the International Bank for Reconstruction and Development and International Development Association acting as administrator of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund. The project will include the following components: Component 1: Supporting access to finance for farms through affordable credit. This component aims to maintain access to short-term finance for farms and reduce the cost of borrowing against the headwinds of the war, so that farmers could continue agricultural production in 2023 and 2024. Component 2: Supporting access to finance for small farms through grants. This component aims to support agricultural production by small-sized farms, recognizing their unique challenges to access sufficient commercial finance under Component 1 and/or secure inputs on credit from the input suppliers. Component 3: Project management. This component will support Project implementation and management by the Ministry of Agrarian Policy and Food and Business Development Fund (Project implementing agencies), including support for procurement, financial management, environmental and social management, citizen engagement, monitoring and evaluation, audit and reporting; recruitment and training of the implementing agencies’ Project Implementation Units staff and technical consultants, and operating costs. Component 4: Contingent Emergency Response Component (CERC). This is contingency component that can be activated in case of an eligible emergency event as a result of Russia’s invasion of Ukraine. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, BDF and MAPF’s website and/or Prozorro web-site .
