Project: P176366 - Building Effective, Transparent and Accountable Public Financial Management Institutions Project Reference: MK-MOF-02-CS-CQS-2023-BETAPFMI Procurement method: Consultant Qualification Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST REPUBLIC OF NORTH MACEDONIA BUILDING EFFECTIVE, TRANSPARENT AND ACCOUNTABLE PUBLIC FINANCIAL MANAGEMENT INSTITUTIONS PROJECT (IBRD 9454-) PRJECT IDENTIFICATION NUMBER: P176366 MK-MOF-02-CS-CQS-2023-BETAPFMI TECHNICAL ASSISTANCE : PROVID ING STRATEGIC ADVISORY AND HANDS-ON SUPPORT TO THE SAMIS WORKING BODY DURING PROCUREMENT, IMPLEMENTATION AND DEPLOYMENT OF THE STATE AID MANAGEMENT INFORMATION SYSTEM The Government of the Republic of North Macedonia has received financing from the International Bank for Research and Development - The World Bank toward the cost of the Building Effective, Transparent and Accountable Public Financial Management Institutions Project. The Project Development Objective is to improve the efficiency, transparency and sustainability of public expenditure and increase the effectiveness of revenue administration. The Projects aims to achieve these objectives through: (i) Supporting Public Expenditure Management Reforms; (ii) Strengthening Tax Administration Practices and Systems in Public Revenue Office (PRO); and (iii) Supporting Change Management, Donor Coordination and Project Management. According to the terms of the Agreement part of the proceeds are intended to be applied for providing of technical assistance to the State Aid Management Information System (SAMIS) Working Body from the Cabinet of the Deputy Prime Minister in charge of economic affairs, coordination of economic sectors and investments. The consultant services include: (i) assisting the SAMIS Working Body during the review of draft functional/technical requirements and cost/duration estimates, preparation of draft bidding documents for procurement of the hardware and software, evaluation of technical proposals, facilitation of the discussion between the Cabinet of the Deputy Prime Minister in charge of economic affairs, coordination of economic sectors and investments and the Ministry of Finance’s IT department to reach a decision on the hosting and administration of the SAMIS; (ii) support SAMIS Working Body during implementation by verification and validation of functional/technical requirements, during installation of SAMIS in the MDC (main hosting environment) and DRC (backup platform), during pilot implementation and operational acceptance; (iii) support the system users in adjusting their internal procedures and systems, informing and training the beneficiaries, prepare staff capacity enhancement plan and recommendations on specific training programs, assist in the implementation of change management; and other tasks deemed necessary to complement the above activities for successful completion of the project. The Ministry of Finance of the Republic of North Macedonia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants shall demonstrate fulfillment of the following criteria. Experience and qualifications of the Consultant The Consultant must be a legally established and registered entity. The Consultant should demonstrate at least 10 years of relevant experience. The Consultant must have successfully completed at least three (3) similar MIS implementation support activities (each worth at least EUR 100,000) at least one of which for a public client, within the last ten (10) years (as the main solution provider or main contributor in a joint venture). Successfully completed projects will be presented through a table listing the name of the relevant assignments, short scope of work, contract start and end dates, country/region, and contact reference (name, e-mail, phone number). Proposed technical approach and methodology should be suitable for the assignment. The Consultant must be able to mobilize at least three (3) key experts, as well as project management and backstopping capacity, to ensure the successful completion of this assignment. The Consultant firm will be selected based on the Consultants’ Qualifications (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition of November 2020).
