Project: P176366 - Building Effective, Transparent and Accountable Public Financial Management Institutions Project Reference: MK-MOF-01-CS-CQS-2023-BETAPFMI Procurement method: Consultant Qualification Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST REPUBLIC OF NORTH MACEDONIA BUILDING EFFECTIVE, TRANSPARENT AND ACCOUNTABLE PUBLIC FINANCIAL MANAGEMENT INSTITUTIONS PROJECT (IBRD 9454-) PRJECT IDENTIFICATION NUMBER: P176366 MK-MOF-01-CS-CQS-2023-BETAPFMI TECHNICAL ASSISTANCE : SUPPORT TO THE PUBLIC REVENUE OFFICE WORKING BODY IN DEVELOPMENT OF FUNCTIONAL/TECHNICAL REQUIREMENTS AND BIDDING DOCUMENTATION FOR PROCUREMENT OF INFORMATION SYSTEMS AND PLATFORMS The Government of the Republic of North Macedonia has received financing from the International Bank for Research and Development - The World Bank toward the cost of the Building Effective, Transparent and Accountable Public Financial Management Institutions Project. The Project Development Objective is to improve the efficiency, transparency and sustainability of public expenditure and increase the effectiveness of revenue administration. The Projects aims to achieve these objectives through: (i) Supporting Public Expenditure Management Reforms; (ii) Strengthening Tax Administration Practices and Systems in Public Revenue Office (PRO); and (iii) Supporting Change Management, Donor Coordination and Project Management. According to the terms of the Agreement part of the proceeds are intended to be applied for providing of technical assistance to the working body from the Public Revenue Office. The objective of this consultancy assignment is to provide technical assistance to the PRO Working Body for the preparation of functional/technical requirements and draft bidding documents to support the implementation of related project activities including: (i) IT solutions for modernization of taxpayer services, (ii) development of data warehouse and business intelligence tools, (iii) combined call center/help desk; and (iv) hardware needed for the implementation of ITIS modules. The Ministry of Finance of the Republic of North Macedonia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants shall demonstrate fulfillment of the following criteria. Experience and qualifications of the Consultant The Consultant must be a legally established and registered entity. The Consultant should demonstrate at least 10 years of relevant experience. The Consultant must have successfully completed at least three (3) similar MIS implementation support activities (each worth at least EUR 200,000), within the last ten (7) years (as the main solution provider or main contributor in a joint venture). Successfully completed projects will be presented through a table listing the name of the relevant assignments, short scope of work, contract start and end dates, country/region, and contact reference (name, e-mail, phone number). Proposed technical approach and methodology should be suitable for the assignment. The Consultant must be able to mobilize at least three (3) key experts, as well as project management and backstopping capacity, to ensure the successful completion of this assignment. The Consultant firm will be selected based on the Consultants’ Qualifications (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition of November 2020). The identification of the best consultant (based on the EoIs) will be based on the following criteria: General qualifications of the company to REOI (30%) Relevant experience with similar assignments (45%) Availability of key experts (25%) Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture.
