Project: P178599 - Strengthening Foundations for Improved Justice Service Delivery Financing: World Bank Romania Strengthening Foundations for Improved Justice Service Delivery Project Sector: Justice GENERAL PROCUREMENT NOTICE Loan No. 9549-RO Project ID No. P178599 The Ministry of Justice has received financing in the amount of EUR 100 million from the World Bank toward the cost of the Strengthening Foundations for Improved Justice Service Delivery Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Improving Access to Justice Services Improving the Management of the Justice Sector’s Resources Project Management Contingent Emergency Response Component (CERC) The Ministry of Justice intends to apply the loan proceeds to payments for goods, works, related services and consulting services under this project following the international and national competitive procurement: Works: rehabilitation and construction of court buildings in 7 locations; refurbishment, and operationalization of two new justice services centers; rehabilitation of Local Area Network in several courts Goods: Local Area Network rehabilitation; reengineering of resource management software; hardware and software for digital archive; development of an assessment and action plan for the management of archives in the justice sector and archiving, and others Consulting Services: services related to civil works (design, supervision); detailed design for the Justice District; gap assessment of legal aid services in Romania and development of a new framework for the provision of legal aid services; development and rolling out of a user-centric model for integrated service delivery; quality control of technical and architectural designs; assessment of court building infrastructure; development of digital strategy and guidelines; development of business continuity plans for the overall justice sector; project audit, surveys, and others Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the ” World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Ministry of Justice’s website (www.just.ro).
