Project: P181200 - Housing Repair for People's Empowerment Project (HOPE) Reference: HOPE-C3-01 Procurement method: Quality And Cost-Based Selection Financing: World Bank REQUEST FOR EXPRESSION OF INTEREST Ministry for Communities, Territories and Infrastructure Development of Ukraine Housing Repair for People’s Empowerment Project (HOPE) Third-Party Monitoring Agency (TPMA). Consultancy Services - Firms Selection Country: Ukraine Project: Housing Repair for People’s Empowerment Project (HOPE) Assignment Title: Consulting Services of the Third-Party Monitoring Agency (TPMA) Project ID No.: P181200 Reference No.: HOPE-C3-01 Ukraine has received financing from the International Bank for Reconstruction and Development (the "Bank" or IBRD) for the implementation of the project “Housing Repair for People’s Empowerment Project (HOPE)" (the "Project") and intends to use part of these funds to make eligible payments for the consulting services for which this Request for Expression of Interest has been issued. The consultancy services (hereinafter referred to as the "Services") shall comprise Consulting Services of the Third-Party Monitoring Agency (TPMA) for the purposes of the Project. Detailed information on the scope and duration of Services is provided in the attached Terms of Reference. The Ministry for Communities, Territories and Infrastructure Development of Ukraine invites eligible consulting firms (the "Consultants") to express their interest in providing the Services. Eligible Consultants shall provide information confirming that they have the qualifications and experience required to perform the Services. The shortlisting criteria are:: Required: Proven general experience in auditing, monitoring or supervising large-scale projects within the period since January 1, 2014; Proven experience (at least two substantially completed similar contracts/assignments) in projects involving the monitoring and evaluation of results, social and environmental consequences, collecting feedback from beneficiaries, etc., preferably in Ukraine, within the period 2017-2023. Adequate local capacity and staffing to carry out Project tasks. Desirable : The experience in the Projects funded by International Financial Institutions. The experience in auditing, monitoring, or supervising large-scale government projects. Broad international experience and experience in the Region [1]; Key Experts will not be evaluated at the shortlisting stage. To define the capabilities and experience of consultancy firms wishing to be shortlisted, the following information should be included in the expression of interest: Description of the company, its organization and personnel; Description of experience in the execution of similar tasks over the last seven years, including locations of their execution. The information provided for each project should include at least: Project title; Role of the firm in the contract; Presence of affiliated or parent firms and their respective roles; Location of services, commencement date and completion of services; Cost of services; Client’s name; Source of funding, objectives, and brief description of the project; Performed functions and tasks. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated November 2020, setting forth the World Bank’s policy on conflict of interest. Selection of a Consultant will be performed in accordance with Quality and Cost-based Selection method (QCBS) following IBRD Procurement Regulations. EoIs (that shall not exceed 40 pages) in English language must be delivered to the following e-mail: HOPE@mtu.gov.ua with the subject: “HOPE-C3-01 Consulting Services of the Third-Party Monitoring Agency (TPMA)” by 16:00 (Kyiv Time) September 10, 2024. Further shortlisted Consultants will be invited by the Client to submit their Technical and Financial Proposals in response to the Request for Proposal (RFP). Additional information can be obtained during office hours from 09.00 to 18.00 (Kyiv time) at the e-mail below.
