Descripción

Intention notice - Platform for liquidity management and transaction management. Rogaland County (RFK) intends to enter into an agreement for the delivery of an integrated platform system for streamlining of the county ́s liquidity management. RFK manages at all times significant liquidity reserves and, due to both risk spreading and return, it is not appropriate for these funds to be placed exclusively with the county ́s main bank connection. RFK is, thus, an active player in the market for short money market funds, bank contributions and long-term fund placements. Management with a large number of banks and fund tenderers, however, involves considerable administrative burdens connected to money laundering checks (KYC), manual procedures for deposits and withdrawals, as well as the need for comprehensive reporting and overview including analysis. In order to ensure reliable and efficient management, RFK needs a system that functions as a digital mediator of various interest and mutual funds, where the fund tenderers can directly make their terms available. The platform must enable direct placement of surplus liquidity and function as a tailored tool for total follow-up and control of all placements in real time. This includes technical integration that reduces the time for documentation, reporting, analysis and transaction implementation to a fragmented market. Based on RFK's requirement specification and a review of the current market systems, Fixrate AS is considered to be the only tenderer who delivers a complete system that integrates both bank deposits and fund placements in a joint transaction and reporting area. It has not been revealed that other actors can offer the necessary functionality for a combined and efficient management of such volumes. Rogaland county is hereby announcing its intention to enter into a contract with Fixrate AS / Fixrate Capital AS for the delivery of their platform system. The contract is for two years with the intention of signing the contract after 6 April 2026 (12:00), if there are no objections to this intention notice.
