GMCA 2027 Stock Condition Survey

GMCA are inviting feedback from potential suppliers in relation to the delivery of a stock condition model for Greater Manchester. It is expected that the model/survey would be a desktop survey which would provide modelled outputs. The survey outputs would allow the GMCA and the 10 Greater Manchester local authorities to compare the data produced with historic stock condition data, based on type and level of hazards within the Housing Health and Safety Rating system. It would support Housing Strategies, Climate Action Plans, and Fuel Poverty actions, as well as assist the local authorities to comply with their duties under the Regulatory Reform Order 2002 and the integration of Public Health responsibilities into the Local Authority. The objectives of the potential model/survey are to understand the following: A. The overall stock condition of homes across Greater Manchester by house type, age and tenure of the home. B. Levels of minimum acceptable conditions as set out in the Housing Health and Safety Rating System. C. Estimation of the state of repair, modernity of internal living facilities and thermal comfort as set out in the Decent Homes Standard, however consideration should be paid to the status of the proposed standard. D. Levels of fuel poverty in line with the Government's current Fuel Poverty Strategy and emerging policy. E. How the stock condition across the 10 Greater Manchester local authorities compares with the Survey of English Housing Survey trends to establish to what extent conditions in Greater Manchester follows the national trend over the same period. F. Estimates of retrofit opportunities utilising the Net Zero Housing Retrofit Framework Agreement. G. Understanding levels of overcrowding. The outputs of the model/survey will be used for the following purposes: 1. As a key input into the Greater Manchester Health and Housing model. The data from the stock condition model will be combined with health data in a secure environment. The GMCA/NHSGM and the provider building the health and housing model will work closely with the successful provider to identify how best to integrate the data and note any caveats concerning the data. 2. Support the GMCA to identify locations which would benefit from retrofit interventions to support the 2038 carbon neutrality ambitions of the city region. Greater Manchester as part of the Integrated Settlement has a devolved retrofit budget which is key to meeting these ambitions. 3. Support the development of housing and retrofit strategy and delivery across the ten Greater Manchester local authorities. 4. Visualisation of the outputs on dashboards or similar to allow access to the outputs for decision makers and members of the public. What can and cannot be shared and the format can be negotiated. 5. Support the ten Greater Manchester local authorities to meet their statutory housing duties in regard to understanding the condition of housing stock in their area. This commission potentially contains 2 x elements which views are sought on: - A stock condition model/survey for the whole of Greater Manchester with breakdown of condition as low as possible - ideally address level. - Visualisation tool for the model and an ability for the social housing element to be interrogated and updated. The outputs for the model would need to be in a sharable format which the GMCA and partners can use for visualisation and modelling e.g. a CSV output. The output would be shared with the 10 x local authorities and the University of Manchester. The contract would be for a one off piece of work delivering the model and any associated visualisations. Two costs will be sought for the two parts of the commission and the GMCA reserves the right to commission either both parts of only one part. We are interested in thoughts on the ability to deliver either or both parts.
