The Green Municipalities II Project aims to improve the climate efficiency of Algerian local authorities, with a particular focus on reducing energy consumption, greenhouse gas emissions and energy-related costs, while improving the quality and sustainability of municipal services. The project supports Algerian local authorities in strengthening their technical, institutional and operational capacities in the fields of municipal energy management, energy efficiency, renewable energy and sustainable urban services. It combines capacity building, technical assistance, digital tools and the implementation of practical pilot measures to enable municipalities to improve their energy performance and adopt more sustainable management practices. Particular attention is given to the main energy-consuming sectors within municipalities, including public lighting, schools, mosques, administrative buildings, green spaces and other public facilities. The project supports local authorities in identifying, planning, implementing and monitoring practical solutions in energy efficiency and renewable energy, while promoting digital technologies and smart management tools. The project is implemented with a strong focus on pilot municipalities and wilayas in order to develop practical, scalable and replicable solutions. The experience gained through these pilot interventions will contribute to strengthening the capacities of local stakeholders and to developing models that can subsequently be replicated in other Algerian municipalities. The project targets, among other objectives, the strengthening of the capacities of technical staff responsible for energy management, the use of digital tools for municipal energy management, the implementation of priority measures identified through municipal action plans, and the development of citizen participation in measures aimed at improving municipal climate efficiency. Overall, Green Municipalities II seeks to establish the technical, institutional and operational conditions for Algerian local authorities to manage their energy resources and urban services in a more efficient, sustainable and data-driven manner. The contract aims to support the implementation of Outputs 1 and 2 of the Green Municipalities II Project by strengthening the technical, institutional and operational capacities of six pilot wilayas and 30 pilot municipalities in the fields of municipal energy management and sustainable urban services. The contract will combine smart city strategic planning, implementation of pilot measures and capacity building in order to establish an integrated framework for sustainable and data-driven municipal management. The assignment will be structured around three complementary Work Packages. Work Package 01 - Smart City Concept Development The contractor will conduct an international benchmark of at least three smart city models, focusing on smart city strategies, governance models and urban management practices implemented by municipalities worldwide. The benchmark will cover relevant areas including energy efficiency, smart public lighting, renewable energy integration, smart mobility, waste management, green spaces and urban services. Innovative technologies, operational approaches and financing mechanisms applicable to local authorities will also be assessed. Based on this assessment, the contractor will evaluate international smart city technologies and urban solutions that could be adapted to the Algerian context. An integrated smart city concept will then be developed for two pilot municipalities. The concept will address, among other areas, public lighting, rooftop solar PV monitoring, smart public services, green spaces, urban furniture, waste management and energy-efficient public buildings. Conceptual schemes, solution architectures, expected benefits and implementation approaches will be prepared for at least seven pilot projects. Short-, medium- and long-term priority actions will also be defined. The Work Package will also include the organization and coordination of one to three international study tours for local stakeholders and partner institutions, including technical meetings, site visits and exchanges with municipalities, technology providers and research centres. Work Package 02 - Implementation of Pilot Solutions in Six Wilayas The second Work Package will build on the recommendations developed under Work Package 01 and the municipal energy action plans developed within the project. It will support the implementation of 18 pilot measures across six pilot wilayas. The measures may include photovoltaic systems, public lighting, remote management and other energy-efficiency solutions. The contractor will provide technical assistance throughout the implementation cycle, including field assessments, energy analysis, identification and prioritisation of pilot measures, feasibility studies, technical design, cost and impact assessments, procurement support, preparation of technical specifications and bills of quantities, implementation supervision, quality control, commissioning, monitoring and maintenance support. The pilot measures may include smart public lighting, LED retrofitting, solar PV systems, energy efficiency measures in public buildings, smart monitoring systems and other renewable energy solutions. Their impacts will be assessed in terms of energy savings, CO2 emission reductions, cost savings and improvements in municipal services. Work Package 03 - Capacity Building and Training The third Work Package will strengthen the technical and operational capacities of municipalities, wilayas and local stakeholders involved in municipal energy management and sustainable urban services. The contractor will digitalise training content and deliver up to 40 practical training sessions on energy management and the use of Energy Management Dashboards. Technical assistance will be provided to trained wilaya-level facilitators and Municipal Energy Managers. In addition, up to six specialised training sessions will be organised on the operation and maintenance of energy systems, including PV systems and LED lighting, covering preventive and corrective maintenance, safety procedures, troubleshooting and equipment monitoring. The contract will therefore establish a coherent link between strategic smart city planning, practical pilot implementation and knowledge transfer, with the objective of ensuring the sustainability, replication and long-term use of the solutions developed under the project.
