Descripción

West Dunbartonshire Health and Social Care Partnership (WDHSCP) is seeking to establish a Flexible Framework for the provision of additional support services for adults aged 18-65. Services will support individuals with a range of needs including learning disabilities, autism, complex needs, physical disabilities, cognitive impairments, sensory impairments and mental health conditions. The Framework will operate on a flexible basis, allowing new providers to apply for admission throughout its term, and will support the delivery of person-centred, outcomes-focused care aligned with the Self-Directed Support (Scotland) Act 2013. This procurement is conducted under the Light Touch Regime (Social and Other Specific Services) in accordance with the Public Contracts (Scotland) Regulations 2015. The procurement is being conducted electronically via PCS-T. All tender documents are available and must be accessed via PCS-T. Bidders must register on PCS-T in order to participate and submit their responses. This procurement relates to the establishment of a Flexible Framework which will remain open to new entrants throughout its duration. Providers who meet the required selection and award criteria and accept the Terms and Conditions may apply to join the Framework after the initial award. It should be noted that admission to the Framework does not guarantee any volume of work or award of contracts. Services will be commissioned on a call-off basis in accordance with the Terms and Conditions of the Framework. In line with the published Flexible Framework Terms, should any of the defined terms, procedures or any other regulated matter become subject to any change in the Law, resulting in any change to the defined terms, or to the manner in which such procedures or other matters require to be dealt with, then such changes shall take precedence over that contained in the Flexible Framework. As such, workforce matters which change as a result of the implementation of national policy directives will be considered in line with the framework variation procedures. For more information see: https://www.gov.scot/policies/public-sector-procurement/community-benefits-in-procurement/ A summary of the expected community benefits has been provided as follows: Community Benefits The Provider shall, throughout the duration of the Framework, deliver Community Benefits in support of the economic, social and environmental wellbeing of the West Dunbartonshire area. Providers will be required to commit to Community Benefits proportionate to the value and nature of services delivered under the Framework. These benefits shall be agreed with the Contracting Authority and will be monitored on an annual basis. Community Benefits may include, but are not limited to: - Supporting local employment opportunities, including the creation of new jobs, apprenticeships, training placements or work experience opportunities for local residents. - Engagement with local schools, colleges and employability programmes to support skills development within the community. - Provision of volunteering opportunities and support for community-based initiatives. - Commitment to fair work practices, including payment of the Real Living Wage, appropriate terms and conditions, and investment in workforce development, training and wellbeing. - Supporting equality, diversity and inclusion within the workforce and the wider community. - Collaboration with local third sector organisations and community groups to support vulnerable individuals and enhance service delivery. - Delivery of environmental benefits such as reducing carbon impact, sustainable travel planning, and efficient use of resources. Providers shall record and report delivery of Community Benefits to the Contracting Authority in accordance with agreed monitoring and reporting arrangements. The Contracting Authority reserves the right to review performance and require improvement where Community Benefit commitments are not being met. Community Benefits will be actively managed by the Contracting Authority in partnership with relevant internal teams and stakeholders, and may be refined throughout the duration of the Framework to reflect changing priorities and local needs.
