Project: P511851 - Federation Road Asset Management Enhancement Financing: World Bank GENERAL PROCUREMENT NOTICE Bosnia and Herzegovina Federation Road Asset Management Enhancement (FRAME) Project Transport Sector GENERAL PROCUREMENT NOTICE Loan No. 9925-BA and Grant No. TF D0821-BA Project ID No: P511851 The JP Ceste Federacije BiH d.o.o. Sarajevo has applied for financing in the amount of EUR 78.500.000,00 (IBRD Loan EUR 70.000.000,00 and SSTP Grant EUR 8.500.000,00) equivalent from the World Bank toward the cost of the Federation Road Asset Management Enhancement (FRAME ) Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services, IT and consulting services to be procured under this project. The project will include the following components: Component 1: Improved, More Resilient and Safer Regional Connectivity This component will finance part of the program which consists of civil works, which will include the Projects for construction and reconstruction and Projects for rehabilitation of main road sections, consulting services, which will include supervision of works projects for construction and reconstruction and projects for rehabilitation and Road Safety Audit (RSA) for the rehabilitation of the Main Roads Network. Under the SSTP Grant the Project will include road infrastructure improvements and road safety works in selected areas, including school zones. Consulting services will cover road safety data management, safety audits, updates to national guidelines and rulebooks, and supervision of works. IT activities will focus on establishing a centralized road safety database system. Component 2. Enhanced Road Asset Management The objective of this component is to support the reform process in the sector through interventions that enhance the overall governance of PC FBIH Roads, their long-term financial sustainability, and their ability to manage and operate their road infrastructure efficiently and effectively. Interventions are also expected to mainstream and enhance systems to effectively address climate resilience and road safety. The component will finance goods, IT and consulting services, project management and operating costs. And Component 3. Contingent Emergency Response Components (CERC) This component has zero funds allocated to it but can be activated to provide swift response in the event of a crisis or emergency, which gives Borrower rapid access to Bank financing for immediate rehabilitation and reconstruction needs. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and Employer’s external website (www.jpcfbih.ba) and newspaper(s) of national circulation in the Borrower’s country.
