Project: P508490 - Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE Ukraine) Reference: PREPARE-C1-01.02.03 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTANT’S (INDIVIDUAL (CONSULTANT SELECTION - IC) Country: Ukraine Project Name: Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine) Project No.: P508490 Grant No.: TF0C8992 Assignment Title: Environmental and Social Expert Procurement Reference No. (as per Procurement Plan): PREPARE-C1-01.02.03 Ukraine has received financing from the International Bank for Reconstruction and Development (IBRD) (“Bank” or “World Bank”), acting as administrator of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund (URTF), under the Grant No. TF0C8992 for the implementation of the Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine) Project, and intends to apply part of the proceeds for consulting services under this assignment. The Project will be implemented under general supervision of the Ministry of Economy of Ukraine (hereinafter - MoE) by implementing entity - State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). PPP Agency created a Project Implementation Unit (hereinafter - PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project. Component 1 of the Project will support capacity development of Project Preparation Facilities (PPF) stakeholders on institutional and technical issues fundamental for the preparation of projects in various sectors, including training on the latest best practices on how to prepare high quality infrastructure projects. The State Agency for Restoration and Development of Infrastructure of Ukraine (hereinafter - the Agency for Restoration) is one of the biggest PPF and will be provided with Consultant’s support under the Project. In addition to the Grant Agreement and Project Operations Manual, internally, the Project shall be regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine and Orders of MoE. The PPP Agency seeks the services of the Environmental and Social Expert to support capacity development of the Agency for Restoration as one of the biggest PPF on institutional issues fundamental for the preparation of projects in various sectors that are viable, environmentally and socially sustainable, and meet EU accession requirements in particular with regards to alignment with pan-European strategies, taking into account EU rules and standards, World Bank E&S rules, and following impact assessments framed by the acquis. Expert will work inside the Agency for Restoration team. The Environmental and Social Expert will perform the following tasks: Review/preparation of Environmental and Social (E&S) studies (including Environmental and Social Impact Assessments, ESIAs): Assessment of E&S risks and impacts of each project, consistent with the EU, World Bank, other donors’ Environmental and Social Framework (ESF). This may include ESIAs and other E&S assessments for the eventual investment, commensurate with the E&S risks of the project, and its design stage (conceptual versus detailed). Therefore, E&S studies may be integrated into feasibility studies, or may be stand-alone and preliminary in nature, limited to issue spotting and risk assessment, and will include specifications for future assessments that can also be adapted to meet the specific E&S standards of future financiers, once identified. Assessments of designs for construction projects in line with EU, World Bank, other donors’ E&S requirements, Ukrainian National Rules. Coordination of other E&S related activities, preparation of E&S documentation and reporting; Communication with the Agency for Restoration team, donors E&S teams on E&S related topics. The services shall be provided in the city of Kyiv from the start of the implementation period for 1 calendar year (Approximately from 01 December 2025).
