Reference No.: AMP-CS-CQS-SC1.2-3 The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia has secured financing from the World Bank for the costs of the Agriculture Modernization Project and intends to use part of the funds for payment of consulting services for preparation of project-technical documentation for construction of a Collection and Preparation Center in Strumica. The Agriculture Modernization Project aims to improve competitiveness in the targeted agricultural subsectors and to strengthen the preparedness of the public agricultural sector for accession to the European Union. Within Subcomponent 1.2 - Agricultural and Food Products Distribution Systems, the Project supports the construction of modern, efficient and sustainable post-harvest infrastructure with the aim of improving value chains and access to markets for agricultural producers. Key investments within this subcomponent include the development of the logistics-distribution center in Skopje and the construction of Collection and Preparation Centers, including the Collection and Preparation Center in Strumica. The Collection and Preparation Center in Strumica will be located in the village of Kuklish, Municipality of Strumica, on state agricultural land - cadastral parcel CP 2853/1 - which provides sufficient space for development of the required infrastructure and possibility for future expansion. The Collection and Preparation Center in Strumica is conceived as a modern post-harvest facility, designed to improve handling, storage and placement of agricultural products. The facility will provide services such as sorting, classification, packaging, pre-cooling, cold storage and logistical support, thereby reducing post-harvest losses, improving the quality of products and facilitating access to domestic and export markets. Based on the prepared Feasibility Study for the Collection and Preparation Center in Strumica and the accompanying documentation, the main facility is planned with dimensions of 70 m × 48 m, as a compact, linear facility with a total area of approximately 3,360 m². Outside the facility, an internal yard, parking and maneuvering area of at least 4,000 m² are planned, as well as access roads, green protective belts and space for possible future technical installations. The objective of the assignment is to provide support to the institution for implementation of the Project in the preparation of complete and harmonized project-technical documentation for construction of the Collection and Preparation Center in Strumica, located at the selected location in the village of Kuklish - cadastral parcel CP 2853/1. The assignment includes preparation of a Basic Design and an Environmental and Social Management Plan - ESMP - in accordance with the applicable national legal regulation and the Environmental and Social Framework of the World Bank. The results of this assignment will serve as the basis for obtaining construction approval from the Municipality of Strumica and will ensure that the Project is technically sound, aligned with environmental and social requirements and ready for implementation. The Ministry of Agriculture, Forestry and Water Economy now invites eligible consulting firms, hereinafter referred to as “Consultants”, to express their interest in providing the services. Interested Consultants should submit information showing that they possess the required qualifications, relevant experience and capacity to perform the services. The submitted information will be used for assessment of the qualifications and relevant experience of the Consultants and for preparation of a shortlist, in accordance with the Consultant Qualification Selection method - CQS. At this stage, submission of a technical proposal, methodology, financial proposal or price is not required. After completion of the evaluation of the submitted expressions of interest, the most suitably qualified Consultant will be invited to submit a technical and financial proposal for negotiations.
