Project: P180245 - Health Enhancement And Lifesaving (HEAL) Ukraine Project Reference: HEAL-CQS-3.2 Procurement method: Consultant Qualification Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Country : Ukraine Project : Health Enhancement and Lifesaving (HEAL) Ukraine Project Grant No. : TF0C0038 Project No. P180245 Assignment Title: Collection of baseline data, survey works, development of design and estimate documentation (DED) for the Feasibility Study, Project, Working Documentation, and obtaining expert reports on the DED for the Feasibility Study and Project stages for the facility: “Reconstruction of the main surgical building (building No. 11, letter “K”) of the National Children's Specialized Hospital “Okhmatdyt” of the Ministry of Health of Ukraine” at 28/1 Vyacheslav Chornovil Street, Kyiv, damaged as a result of the military aggression of the russian federation. Reference No. (as per Procurement Plan): HEAL-CQS-3.2 Ukraine has received financing (Loan № 9468-UA, Grant № TF0C0038 and Grant № TF0C0814) from the World Bank (“the WB”) toward the cost of the Health Enhancement and Lifesaving (HEAL) Ukraine Project, and intends to apply part of the proceeds of the Grant № TF0C0038 for consulting services. The objective of the consulting services (“the Services”) is to collect the necessary initial data for the full design, including survey work, development of DED for FS stages in 3 (three) alternatives, CP, DDD (using Building Information Modeling Technology), obtaining positive opinions (reports) from a certified expert organization on the DED for FS stages (all alternatives) and CP for the facility: "Reconstruction of the main surgical building (building No. 11, letter "K") of «Okhmatdyt» NCSH of MoH of Ukraine at the address: 28/1 Viacheslava Chornovola St., Kyiv, damaged as a result of the RF’s armed aggression". The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Health of Ukraine now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant's qualifications shall meet the following minimum requirements: at least 10 (ten) years of experience with design work in construction for facilities by consequence classes CC3 (significant impacts) or facilities of the 4th and 5th complexity categories; at least 2 (two) successfully completed assignments for the development of design and estimate documentation for the three-stage design for "Scheme Design" (SD) or Feasibility Study (FS) plus "Construction Project" plus "Detailed Design Documentation" stages, which received positive opinions/expertise reports over the past six (6) years for CC3 facilities; at least 3 (three) contracts for the development of design documents for "Scheme Design" plus "Construction Project" and/or "Detailed Design Documentation" stages for medical institutions and/or health resorts with a total area of ​​at least 10,000.00 (ten) thousand square meters over the last 10 (ten) years; at least one (1) completed contract for the development of design documents for “Detailed Design Documentation” (DDD) stage using building information modeling (BIM) technology for a facility with a total area of ​​at least 5,000.00 (five) thousand square meters; having experience in developing concepts and/or projects for medical facilities based on European standards will be considered an advantage; at least one (1) Chief Project Architect (CPA) with valid qualification certificate in the field of architectural volumetric design (creation of architectural objects), registered in USESCS, and experience as Chief Project Architect for at least 10 (ten) years; at least one (1) Chief Project Engineer (CPE) with valid qualification certificate of Leading Design Engineer (CC3 facilities) and experience as Chief Project Engineer for at least 7 (seven) years; at least one (1) TX Development Specialist (Medical Technology) with general experience in the development of DED for the relevant sections for at least ten (10) years; at least 6 (six) specialists with valid qualification certificates of architect and/or design engineers of not lower than Category 1, registered in USESCS, namely: 1 (one) architect and 5 (five) design engineers; at least 2 (two) specialists with valid uncategorized qualification certificates in the areas of “Construction Technology” (CT) and “Estimate Documentation” for the development of DED for CMP (Construction Management Project) and ED (Estimate Documentation) sections, registered in USESCS; at least 1 (one) BIM Manager with at least 3 (three) years of experience in supporting the implementation of construction projects using building information modeling (BIM) technology.
