Lymington and Pennington Town Council is seeking to appoint one integrated Architect, Engineering and Cost Consultant Team to deliver Phase 1 of the Lymington Sea Water Baths Restoration Project. The project is supported by the National Lottery Heritage Fund and will develop the technical, design and cost evidence needed to inform the future restoration and sustainable operation of the Baths. The Lymington Sea Water Baths are a nationally significant historic coastal leisure facility. The site is affected by substantial structural deterioration, marine saltwater exposure, historic settlement, potentially unstable tidal deposits, ageing infrastructure, accessibility limitations and outdated facilities. The appointed team will be responsible for delivering and coordinating the architectural, structural engineering, geotechnical engineering, mechanical and electrical engineering, marine and environmental consultancy, quantity surveying and technical survey services required to complete the Phase 1 feasibility work and develop coordinated proposals to RIBA Stage 2. The Council requires a single integrated consultant team with clear lead responsibility for the coordination, management and quality assurance of all design, engineering, survey and cost information produced through the commission. The Phase 1 services will include: Mobilisation and project coordination • Participate in an inception workshop with the Council, Project Manager and other appointed consultants. • Confirm the design and technical programme, survey schedule, responsibilities, communication arrangements and information requirements. • Review and refine the scope of services, project risks, site constraints, dependencies and opportunities. • Coordinate the architectural, engineering, cost and technical survey workstreams. • Attend project meetings and provide progress information to the Council and Project Manager. Technical surveys and investigations The appointed team will lead, commission, manage or directly undertake the technical surveys and investigations required to support RIBA Stage 2. These are expected to include: • Structural condition surveys. • Concrete sampling, testing and condition mapping. • Structural integrity assessment. • Geotechnical investigations, including boreholes, trial pits or other appropriate investigations. • Assessment of settlement, groundwater and hydrogeological conditions. • Review of existing pumping, circulation and water-management systems. • Mechanical and electrical services assessment. • Drainage, outfall and marine water-management assessment. • Electrical infrastructure and lighting assessment. • Environmental, climate resilience and sustainability assessments. • Assessment of opportunities for low-energy systems and sustainable materials. The team will be responsible for determining the precise investigations required, coordinating access and sequencing, managing survey information and ensuring that the results are incorporated into the design proposals. The required outputs will include technical survey reports, drawings, testing results, data summaries, risk information and recommendations informing the RIBA Stage 0 to 2 process. RIBA Stage 0 and Stage 1 The appointed team will undertake the appraisal, briefing and initial design work required to establish a clear and deliverable basis for the project. This will include: • Site appraisal and constraints mapping. • Review of existing infrastructure, buildings, structures, heritage features and the marine setting. • Identification of technical, operational, access, environmental and conservation constraints. • Development of the project brief in collaboration with the Council and other consultants. • Initial accessibility and inclusion strategy. • Sustainability and climate resilience principles. • Feasibility layouts and concept proposals. • Integration of relevant findings from heritage research, business analysis and community engagement. RIBA Stage 2 design development The team will prepare coordinated RIBA Stage 2 proposals for the full Baths site. The work will include: • Developed architectural layouts. • General arrangement drawings, sections and elevations. • Structural design strategy. • Geotechnical design advice. • Mechanical and electrical outline strategies. • Pumping, circulation, drainage and water-management proposals. • Accessibility and inclusive design proposals. • Landscape and public realm strategy. • Conservation-led proposals informed by the Heritage Consultant's work. • Visualisations and illustrative materials. • Sustainability and climate resilience proposals. • Programme and construction phasing strategy. • Recommendations for materials suitable for a marine and heritage environment. The design must respond to the site's heritage significance, ground conditions, structural deterioration, marine exposure, operational requirements, accessibility objectives and long-term maintenance needs. Cost consultancy The Quantity Surveyor will prepare and maintain cost information throughout the Phase 1 design process. The services will include: • Preparation of the RIBA Stage 2 cost plan. • Advice on affordability and value for money. • Construction phasing cost analysis. • Design risk and cost risk assessment. • Preparation and maintenance of a cost risk register. • Lifecycle and maintenance cost projections. • Cost advice to support the Business Options Appraisal. • Identification of assumptions, exclusions, inflation allowances and contingencies. The Quantity Surveyor will work closely with the design team, Project Manager and business planning specialists to ensure that capital and lifecycle costs are properly reflected in the wider feasibility evidence. Consultation and engagement support The team will support the appointed Consultation and Engagement Consultant by: • Preparing accessible drawings, visualisations and explanatory materials. • Attending relevant public exhibitions, workshops or design feedback sessions. • Explaining the technical and design proposals to non-specialist audiences. • Reviewing and responding to consultation findings. • Demonstrating how relevant engagement feedback has informed the final RIBA Stage 2 proposals. Collaboration with the wider consultant team The appointed team will be expected to collaborate with the Council, Project Manager, Heritage Consultant, Consultation and Engagement Consultant, business planning specialists and other project advisers. The team must ensure that design decisions are informed by: • Heritage significance and conservation principles. • Technical survey findings. • Community and stakeholder engagement. • Operational and business planning requirements. • Capital and lifecycle costs. • Accessibility and inclusion. • Climate resilience and environmental sustainability. Final Phase 1 outputs The required final outputs will include: Coordinated RIBA Stage 2 Design Report. General arrangement drawings, sections and elevations. Architectural, structural, geotechnical, mechanical and electrical design narratives. Full technical survey and investigation reports. Developed accessibility and inclusive design narrative. Sustainability and climate resilience statement. Landscape and public realm proposals. RIBA Stage 2 cost plan. Capital cost, lifecycle cost and construction phasing information. Design, technical and cost risk registers. Visualisations and materials for consultation and funding purposes. Programme and recommendations for subsequent project stages. Contributions required for National Lottery Heritage Fund reporting, evaluation and future funding evidence. All documents must be coordinated, clearly presented, accessible and suitable for use by the Council, the National Lottery Heritage Fund and other project stakeholders. The Phase 1 contract value is up to £120,000 excluding VAT. The fee must include the professional services of the architect, structural engineer, geotechnical engineer, mechanical and electrical engineer, marine or environmental specialists, Quantity Surveyor, all required technical surveys and testing, and preparation of the required drawings, reports and RIBA Stage 2 deliverables.
