Project: P180126 - Ukraine Procurement System Enhancement Project Financing: World Bank Ukraine Ukraine Procurement System Enhancement Project Europe and Central Asia GENERAL PROCUREMENT NOTICE Grant No. TF0C0751 Project ID No. P180126 The State-Owned Enterprise “Prozorro” (hereinafter - ‘the Recipient’) has received financing in the amount of US$ 146,000 equivalent from the World Bank, acting as administrator of the Global Procurement Partnership Multi-Donor Trust Fund, toward the cost of the Ukraine Procurement System Enhancement Project (UPSEP), and it intends to apply part of the proceeds to payments for consulting services to be procured under this Project. The Project will include the following components: Component 1 : Development of Automatic Risk Indicators System Development of an automatic indicators system for public procurement, including a risk management tool, risk engine system, admin panel, and business intelligence module. Component 2: Support for Business Analysis and Integration Provision of support for integration of the Prozorro System and Digital Reconstruction Management System with systems used for procurement financed by international financial institutions, including through, inter alia: (i) conducting business analysis on the technical feasibility of integration; (ii) developing technical specifications for solutions identified as a result of analysis under (i) and; (iii) updating software and existing modules of Prozorro System. Component 3: Project Management Support of the Project management activities, including monitoring, evaluation, coordination and supervision, and Project audits; and the grievance redressal mechanism, all through the provision of Operating Costs and staffing. Procurement of contracts financed by the World Bank will be conducted through the Direct Selection (single-source selection) procedure as specified the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition, November 2020) (Procurement Regulations). The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Prequalification/Initial Selection of suppliers and contractors will not be required.
