Project: P128344 - Social Safety Nets Modernization Project Financing: World Bank GENERAL PROCUREMENT NOTICE Ukraine SOCIAL SAFETY NETS MODERNIZATION PROJECT Major Sector: Public administration, law, justice / Central government administration GENERAL PROCUREMENT NOTICE (UPDATE) Loan No. 8404-UA Project ID No. P128344 Ukraine has received financing in the amount of US$ 750 mln equivalent from the World Bank toward the cost of the “Social Safety Nets Modernization Project”, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. Information about the Project, its components and procurement plans is available on World Bank's external website using the following link https://projects.worldbank.org/en/projects-operations/project-detail/P128344 Ministry of Social Policy of Ukraine, 8/10 Esplanadna str., Kyiv, Ukraine, 01601, acting as the Project Implementing Agency contracted the State Institution “Profesiyni Zakupivli”, 22 Bulvarno-Kudryavska str., Kyiv, Ukraine, 01601, to serve as a procurement agent for certain packages of the project procurement plan, which are to be defined and published by the World Bank on its external website once it has provided a no objection, and which will include supply of the goods and related services of the category “Information and communication technologies”: office hardware and software: personal computers, laptops, other office equipment and software; hardware and software for corporate networks and corporate data centers: routers, switches, firewalls, servers, data storage systems and database systems, and related software. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations) , and is open to all eligible firms and individuals, goods, works and services, but with an account of exclusions from procurement process due to limitation of eligibility imposed by: Resolution of Cabinet of Ministers of Ukraine “On Approval of Peculiarities of Public Procurement of Goods, Works and Services for Customers Provided for by the Law of Ukraine "On Public Procurement" for the Period of Martial Law in Ukraine and within 90 Days from the Date of Its Termination or Cancellation” dated October 12, 2022 No.1178 (with amendments) https://zakon.rada.gov.ua/laws/show/1178-2022-%D0%BF#Text; and State Register of Sanctions maintained by the National Security and Defense Council of Ukraine pursuant to Law of Ukraine «On Sanctions» dated August 14, 2014 No.1644-VII https://drs.nsdc.gov.ua/ All procurement processes will be performed via the electronic procurement system “Prozorro”. Specific procurement notices on launching the actual procurement processes and all information on the procurement including the procurement documents will be published on the official procurement web portal prozorro.gov.ua , as they will become available. Participation in the procurement process may made via any of the accredited electronic platforms. The list of accredited electronic platforms is available at https://prozorro.gov.ua/majdanchiki-prozorro. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website.
